The urban planner will provide technical and professional support in the execution of the NPMO’s Strategic Planning Department’s services which seek to prepare and deliver an Integrated National Infrastructure Strategy / Plan.

The candidate will play a key role in the departments operational phase and will work closely with all entities (including Government Ministries) and their EPMO’s from training through to execution and monitoring.

Requirements – Technical Competencies:

- Degree or postgraduate qualification in urban planning.
- Evidence of direct experience in urban planning, master planning and large scale urban design projects.
Arabic is a pre-requisite for the position (due to the degree of interaction required with Saudi Nationals).

- Strong English language communication and report writing skills.
- Relevant experience in the GCC (preferably also within the KSA) and a sound understanding of the cultural norms and requirements of the region.
- Ability to prepare clear strategic planning procedures and user friendly templates to assist entities in undertaking forward, strategic planning.
- Knowledge of Microsoft Office and Adobe Design Suite software programs and have the ability to prepare high quality documents for both internal, client and entity submissions.

- Must have excellent interpersonal skills, be a team player and have a knowledge sharing approach.
- Will have consultancy experience and be looking to broaden their planning and urban design skillset within the KSA NPMO context.
- Ability to solve problems by thinking laterally and be able to understand the needs and requirements of the client, entities and their EPMO’s – in order to provide planning / design / feasibility solutions in a multi -disciplinary / multi - sectional context.
- Must be able to work within a multi-disciplinary, multi-cultural team and manage challenging multi-cultural relationships across a range of entities.
- Must be self-driven and able to plan and execute work without direct supervision from senior management and/or peers.
- Must to be flexible and adapt to working in a demanding PMO environment, including the need to travel and work remotely if / when required.


- Involvement in the preparation of high-quality technical planning and training material.
- Involvement in the delivery of hands-on training of entities through a range of workshops and working sessions.
- Involvement in the review of Strategic 5-Year Project Plans and the preparation of formal written feedback (with clear recommendations).
- Undertake the management of projects requiring integrated, multi-disciplinary outcomes.
- To development and maintain relationships with clients and entities and to attendance / run regular meetings or workshops.
- Other duties associated with the role and responsibilities of the position may be requested from time to time.
