Project Overview

A Bechtel-led consortium to design and build two rail lines of the Riyadh Metro network in the Kingdom of Saudi Arabia. The lines, along with four others, will form the backbone of Riyadh’s new public transportation network.

The BACS consortium, which includes Almabani General Contractors, Consolidated Contractors Company, and Siemens, is responsible for the design, construction, train cars, and signaling―as well as electrification and integration of the new lines to the rest of the system.

Riyadh’s population of nearly 6 million is forecast to increase to 8 million by 2030. The new metro system will meet the demands of the growing population while reducing traffic congestion and improving air quality.

Job Purpose

• To oversee the safe and efficient delivery of a deep underground transfer station using direct hire labour or subcontractors within the 48 month schedule, whilst maintaining effective relationships when interfacing with stakeholders and general public.

• Lead the construction team to work with all subcontractors to deliver the highest standard of product.

• Help develop, drive and establish the implementation phase management processes and procedures.

Essential qualifications/ experience:

• >15 years relevant successful experience of Management in Transportation/ Infrastructure Construction Sectors in both Direct Hire and Subcontract environments

• Relevant experience of metro rail engineering systems and equipment, and it's implementation

• Detailed understanding of environmental, safety and health regulations and their implementation

• Strong interpersonal skills including highly effective written and verbal communication

• Ability to readily communicate at all levels

• Significant experience of client and supplier relationship management

Desirable qualifications/ experience:

• Engineering Degree in a relevant discipline

• Membership of an appropriate Professional Institution

• Fluency in both English and Arabic

• Managing works across multiple jobsites & logistics over a long & slender urban corridor

Detailed Job Description

• Fully supports and drives BACS Zero Incident and other ESH & Security strategies across the Delivery Section.

• Responsible for meeting Quality objectives, adhering to procedures, identifying non-conformances and implementing actions to prevent recurrence within the Delivery Section.

• Drives performance for the assigned Delivery Section, assists the CM with clearly defining scope/ construction interfaces and construction method for all Section works; preparing necessary schedules & budgets and procuring plant, labour, materials, subcontracts and services as required necessary to effectively meet programme objectives.

• Within area of responsibility, oversees jobsite expenditures for craft supervision, labour equipment, material and services and ensures field operations are within the budget.

• Responsible for arranging permits and licenses are in place for the start of the affected works at site.

• Supports efforts to promote and facilitate communication to Customer and Stakeholders and resolution of issues.

• Supports the training and development plans to ensure the Section organisation is composed of qualified and knowledgeable personnel, and effectively personnel utilisation within the Section.

• Promotes and practices Continuous Improvement, Constructability & teambuilding throughout the Delivery Section teams.

• Drives the Risk and Trend/ Change Management programmes within the Section.

• Administers labour relations activities in accordance with RMP-CWJV practice and standards

• Documents all Turnover activities and assists in obtaining client acceptance of works

• Supports close out of all contracts and commitments
