The Riyadh Metro project is a consortium led by Bechtel which includes Almabani General Contractors, Consolidated Contractors Company and Siemens.

The consortium will be responsible for the design, construction, train cars, signalling, electrification and integration of Lines 1 and 2 of the new Riyadh Metro system.

Line 1 will stretch from north to south across Riyadh, covering 24 miles (38km). It will include 22 stations and four transfer stations where it will connect with other new metro lines. Much of Line 1 will be underground.

In contrast, Line 2 will be built mostly on a raised strip in the median of the planned freeway. This line will run east to west and will extend more than 15.7 miles (25km) with 13 stations and three transfer stations.

The new lines will feature stations powered by renewable energy and fully automatic trains.

The contract is the largest engineering, procurement, and construction (EPC) contract in Bechtel’s history and these lines, along with four others, will form the backbone of Riyadh’s new public transportation network.

SUMMARY:

Reporting to the Civil Works Joint Venture (CWJV) Requirements Assurance Manager the position holder will provide support in the implementation and monitoring of the assurance and certification processes leading to the Metro’s Design and eventual certification.

Working closely with Engineering, Construction, Quality and other key functions including System Safety, the candidate will exercise diligent oversight over all aspects of the Certification process, ensuring requirements are met, critical deliverables are approved, and conditions are logged for each Work Package. The candidate will also be responsible for planning and coordinating documentation submission to the BACS Independent Safety Assessor (ISA) and the Client in association with design approvals and final handover.

POSITION DUTIES / RESPONSIBILITIES:

- Custodian of the Certification process and ensure requirements are met. Identify and manage gaps and non-compliances.
- Monitor, track, and report on Engineering, Construction, and Test & Commissioning assurance deliverables required for Design and Operation Certification.
- Assist in the resolution of procedural issues on the critical path to Certification.
- Generate the necessary reporting and oversight documentation required internally and by the Client throughout the process leading to Certification.
- Follow the progress of each Work Package, keeping track of special conditions raised for the attainment of Certification. Maintain a centralized database for Design and Operation Certificates.
- Work with the BACS Consortium and in collaboration with Quality, Document Control, and other key functions to define the requirements and Client expectations for the Project Handover documentation.
- Carry out procedural compliance audits during the construction, sub-system and system testing phases of the Project and identify areas of improvement.
- Manage the submission of RAM and Safety Assurance to Client and the ISA.

JOB KNOWLEDGE, QUALIFICATIONS, SKILLS & EXPERIENCE

- Mechanical or Electrical Engineering Bachelor’s Degree (or equivalent);
- Membership of relevant institution.
- Good knowledge and experience of analysis techniques, engineering processes and standards including CENELEC and other aviation or nuclear industry safety standards.
- Proven track record in Systems Engineering preferably on major rail and infrastructure project, or alternatively in an oil & gas, aviation or nuclear environment.
- Substantial project life-cycle experience, especially during Certification, Testing & Commissioning, and Handover phases.
- Works independently with little supervision.
- Problem solver supporting colleagues at all levels.
- Advanced hands-on MS Excel knowledge.
