Project Overview:

Thacker Pass is critical to the green energy transition in the United States. Situated on the largest known lithium deposit in the North America, the multi-billion-dollar mine and processing facilities will eventually produce more than 16 times the current U.S. yearly output of lithium. The battery-quality lithium carbonate made at Thacker Pass will be enough to power nearly 1 million electric vehicles each year. Job Summary:

In this role, you will assist Subcontract Administrators in completion of routine duties, closeout, data gathering, document preparation, presentations, and training sessions. You will prepare status reports, monitor areas of subcontract performance, and inquire on and investigate subcontract problems. Your work will contribute to efficient project execution and compliance with contractual obligations.#LI-SM2

 

Major Responsibilities:

Subcontract Management

  • Acts on own initiative on assigned subcontracts of increasing value and complexity
  • Gathers and compiles support data for the preparation of documents and the management of subcontracts
  • Assists Subcontract Manager or more senior Subcontract Professional in completion of the various tasks required by the Contract/Subcontract Management Guidebook, Standard Work Process Procedures, and automated subcontract management systems 
  • Organizes materials for the preparation of meetings, presentations, and training sessions, and prepares periodic status reports 

Subcontract Formation 

  • Develops and issues subcontracts and services agreements as assigned 
  • Prepares bidders’ lists and pre-qualifies bidders 
  • Forms bid request packages and issues bid request packages to approved bidders 
  • Coordinates bidders’ questions and answers to those questions 
  • Receives bids and evaluates bids commercially 
  • Prepares Commercial Bid Summary and recommendations 
  • Recommends and secures approvals in accordance with established procedures 
  • Prepares subcontract documents for execution 
  • Prepares and organizes assigned meetings, such as pre-bid, bid clarification and pre-award meetings, for the purpose of ensuring complete understanding and agreement between Bechtel, the customer and contractor on all contractual matters 
  • After reviewing plan and agenda with supervisor, conducts meeting and prepares and issues meeting notes delineating important statements, required actions and schedules 
  • Assist project ream when instructed in solving and attending to problems on commitments involving low to medium monetary expenditure or risk, engineered technical specifications or supplementary commercial conditions

Subcontract Administration 

  • Supports Contracts Sponsored meetings, both pre and post award, for the purpose of ensuring complete understanding and agreement between Bechtel, the client and contractor on all contractual matters.
  • Conducts weekly operational meetings and prepares and issues meeting notes delineating important statements, required actions and schedules.
  • Represents client as agent for in contractual discussions for simple contracts.
  • Administers assigned contracts and (sub)contracts maintaining a continual review of progress and providing management with information regarding projected financial or technical difficulties.
  • Assesses and processes Contractor invoices (including certified payrolls) in a timely manner.
  • Leads and advises internal stakeholders on operational activities affecting contractual rights and obligations, (sub)contract performance, (sub)contract administration and other major matters for simple contracts.
  • Administers Simple contract changes by leading negotiations with contractor and client personnel and obtaining settlement.
  • Administers information programs to ensure mutual understanding of contract and (sub)contract terms and conditions.
  • Prepares periodic status reports as required.
  • Accountable for adherence and integrity of assigned subcontracting records management for assigned work.
  • Ensures that project contracting of goods and services is consistent with established directives, management instructions and contract procedures. 

 

Education and Experience Requirements:

  • Requires bachelor's degree (or international equivalent) and 2-5 years of relevant experience or 6-9 years of relevant work experience

 

Required Knowledge and Skills:

  • Some experience or knowledge of formation and administration of simple contracts through the various steps of bidder prequalification, compilation of bid requests, receipt of bids, bid evaluation, award, monitoring the performance of contractors, back-charge procedures, resolution of claims and disputes, and other such related steps.
  • Some experience or knowledge of formulating and administering simple construction industry (sub)contracts.
  • Knowledge and some experience in (sub)contract administration
  • Understanding of requirements for developing simple contract types, fee arrangements, terms, and conditions.
  • Knowledge of law, commercial negotiations, accounting, and cost engineering gained through education or experience.
  • Knowledge of change management procedures pertaining to Requests for Information (RFIs), change notices, change orders, amendments, and claims and dispute resolution.
  • Skilled in working with and communicating effectively with supervisors of other project functional groups, primarily Engineering, Construction, Project Management, client, and other services.
  • Experience in supply chain / procurement automation management tools and databases.
  • US Project contracting, and execution experience a plus including Davis Bacon Act and Project Labor Agreement governed work.
  • Mining and metals project experience a plus.
