Project Overview:
Thacker Pass is the largest known lithium resource in the United States and the next large-scale lithium mine. The project has all permits required to commence construction, which is expected to start in 2023. Engineering design and procurement of long-lead equipment is underway, with early works being coordinated. This project falls under the Lithium Americas umbrella of Lithium Nevada Corporation (LNC). Project site is located ~3 hours northeast of Reno at the southern end of the McDermitt Caldera in Humboldt County, NV, and ~25 miles from the Nevada-Oregon border (or ~1 hour northwest of Winnemucca, NV). The Project will be developed as an open-pit mining operation using conventional, continuous mining equipment. Given the soft, clay nature of the deposit, minimal blasting and crushing is anticipated. The ore will then be processed in a leaching circuit using sulfuric acid to liberate the lithium from the claystone. Following the leaching process, the lithium bearing solution will be purified using crystallizers and reagents to produce battery-quality Li2CO3. The Thacker Pass site has a flat and expansive terrain which allows for a very compact footprint and for future potential expansions. Bechtel will have responsibility for the full EPC/EPCM scope.
Job Summary:
Responsible for the support and guidance to Construction Managers, Site Managers and field personnel in (sub)contract matters. Responsible for the formation of Standard Work Process Procedures and other tools for (sub)contract administration. Develop training materials, disseminate information for field (sub)contracts personnel and performs Field Operations Reviews. Maintain a working relationship with the Construction Site and Area Manager, Responsible Manager of Contracts and other Functional Managers. #LI-SM2
Major Responsibilities:
- Participates with the project team on a large project defining and developing the scope of Contracts work, and in preparing and coordinating Contracts plans, procedures, schedules, estimates, forecasts and budgets
- Receives technical and management guidance from the Corporate Manager of Contracts. Receives operational guidance from the designated Site or Contracts Manager of the assigned organization.
- Provides functional and technical guidance to (Sub)Contract Managers, (Sub)Contract Administrators and others (sub)contract management.
- Contacts Project Managers, Site Managers, (Sub)contracts Managers, (Sub)Contract Administrators and other Functional Managers involved in subcontract management.
- Ensures assigned personnel receive orientation and training particularly in project unique requirements.
- Recommend qualified candidates for (sub)contract administration assignments and help identify career development opportunities for employees.
- Develop and present field (sub)contract administration training programs and participate in other standard (sub)contracts workshops.
- Coordinates contract execution plan with Engineering and Construction plans and operations to ensure that input from these disciplines will enable contracts to perform it’s functions in accordance with project plans.
- Provide (sub)contract administration functional guidance to (sub)contract personnel and other functional groups involved in subcontract administration.
- Provide lessons learned regarding quality of performance of subcontract administration to Corporate Manager of Contracts and Construction Committee.
- Communicate current (sub)contract management issues, information and topics of concern to field personnel through regular meetings.
- Manage Policy 230 Delegation Authority program for (sub)contract changes.
- Develop and maintain Standard Work Process Procedures and work process improvement tools for subcontract administration.
- Conduct Field Operation Reviews to assess effectiveness of the overall field (sub)contract administration program.
- Implement the Division Responsibilities Matrix which records the Project’s agreed assignment of various (sub)contract management tasks and the Standard Work Process Procedures applicable to (Sub)Contract Administration.
- Administers assigned (sub)contracts maintaining a continual review of progress and providing management with information regarding projected financial or technical difficulties.
- Coordinates with designated staff on operational activities affecting contractual rights and obligations, (sub)contract performance, (sub)contract administration and other major matters.
- Administers highly complex contract changes by negotiating with customer personnel and obtaining settlement.
- Represents Bechtel in contractual discussions of high complexity.
- Administers information programs to ensure mutual understanding of (sub)contract terms and conditions.
- Prepares periodic status reports for management.
Education and Experience Requirements:
- Requires bachelor’s or master’s degree (or international equivalent) and 13-15 years of relevant experience or 17-19 years of relevant work experience.
- Possesses extensive knowledge of (sub)contract management functions and work experience of a progressively responsible nature.
- Receives direction and guidance from management to ensure the consistent application of Bechtel standards and procedures on all jobsites.
- Requests appropriate support when required.
Required Knowledge ,Skills and Abilities:
- Working knowledge of engineering/construction industry contracting practices and Bechtel policies, procedures and work practices.
- High level of experience in developing contract types, fee arrangements and contract terms.
- High level of experience in developing and recommending potential solutions to contractual problems to management and negotiating the same.
