Project Overview:
Thacker Pass is the largest known lithium resource in the United States. Once complete, the mine and processing facilities will produce more lithium carbonate than any other facility in the United States by far – enough to power 1 million electric vehicles per year.
As the EPCM contractor for Lithium Americas, Bechtel is responsible for managing and integrating the efforts of a team contractors engineering and building the facility. We are also managing procurement of about $1 Billion in goods and services.Earth work began in 2023 and design and procurement of long-lead equipment is underway.
The project is located in the high desert and wide-open spaces of north-central Nevada about 25 miles from the Oregon border, 1 hour northwest of Winnemucca, Nevada and 3 hours northeast of Reno.Planned with sustainability and the environment in mind, the facility will use its excess process heat to generate electricity and will recycle process water up to seven times. Once the second phase of the project is complete, Thacker Pass will produce more than 16 times the current U.S. output of lithium.

Job Summary:
In this role, you will lead a high-performance team to develop and manage complex Environmental, Safety, and Health (ES&H) project programs. You will assist functional leads to ensure requirements are properly integrated and be responsible for overall project ES&H execution. Your leadership will help achieve ES&H performance expectations, compliance, and continuous improvement. #LI-NP1
Job Dimensions:
A. Supervision Received
- Receives technical and administrative supervision from the global business unit (GBU) ES&H Manager. Receives supervision and work assignments from the Project Manager or Construction Manager.
B. Supervision Exercised
- Directly supervises other environmental, safety, and/or health personnel assigned to the project.
- Provides technical oversight and direction to vendors and/or contractors/subcontractors. May also supervise contract ES&H personnel.
C. Contacts
- Frequently interacts and partners with direct reports, customers, and/or functional peer group managers, normally involving matters between functional areas, other company divisions or units, or customers and the company.
- Often must lead a cooperative effort among members of a project team.
- Maintains relationships with internal organizations, customers, and contractor/subcontractor representatives to coordinate technical/scientific issues, new technologies, and integration of ES&H functional responsibilities into project design specifications, construction plans and schedules, and subcontractor bid packages.
- Maintains contact, as appropriate, with government regulatory and resource agencies to obtain current information on new regulations, program initiatives, and technical requirements and standards as they apply to the project.
- Maintains frequent communications with representatives of Bechtel or client insurance brokers/carriers to obtain and exchange information on claims and the loss prevention program.
- Maintains contact with other environmental, safety and/or health personnel to keep informed of changing requirements and to provide technical assistance as needed.
- Maintains contact with customers and contractors/subcontractors to exchange information on ES&H issues, technical information, and new technologies.
Major Responsibilities:
- Manages an Environmental, Safety, and Health (ESH) program on a large or complex project, inclusive of technical and administrative aspects; compliance activities; and processes and plans associated with all three ESH disciplines (including medical).
- Supervises EHS personnel and facilitates their development through assignments, coaching, and mentoring.
- Assures that ESH requirements are properly interpreted and integrated in planning documents, design criteria, construction and operational plans, schedules, training programs, and subcontract documents.
- Applies Bechtel’s ESH Management System and standards to achieve, maintain, and continually improve EHS program execution.
- Assures support within ESH teams and to Engineering, Construction, Commissioning, Operations, Legal, Contracts, Procurement, Management, and other functions regarding integration of ESH requirements.
- Manages budgets, schedules, and resources for interpreting and implementing ESH requirements, evaluating risks, and developing suitable plans and methods for a robust ESH program.
- Writes technical, regulatory, and performance reports and provides documentation to senior management and the global business unit (GBU).
- Helps write and oversees implementation of Environmental Management Plans, Safety and Health Management Plans, and other ESH plans in compliance with Bechtel’s ESH Management System, standards, and contract and regulatory requirements.
- Establishes ESH emergency preparedness planning and confirms investigation and resolution of ESH incidents.
- Tracks, evaluates, and reports ESH data and performance trends and determines corrective actions and opportunities for improvement.
- Builds working relationships with stakeholders and addresses their issues and concerns.
- Meets and communicates with customers, team members, contractors/subcontractors, regulatory agencies, and other stakeholders as necessary.
- Conducts assessments and inspections, and participates in audits, to confirm ESH compliance with contractual commitments, laws and regulations, environmental permit requirements, and Bechtel standards.
- Ensures compliance with Bechtel’s ISO 14001 and 45001 certifications, inclusive of annual program review and other documented processes.
- Identifies and recruits ESH professionals with the expertise to support the ES&H program.
- Confirms that environmental permitting, specialized studies, assessments, reports, and regulatory submittals are completed as required.
- Promotes cross-training and coordination among ESH team members, inclusive of all ESH disciplines.
- Reports to the project manager and coordinates with the GBU ESH Manager, or reports to the GBU Manager of Functions if GBU assigned.
- Executes other ES&H duties as assigned by GBU ES&H management.
Education and Experience Requirements:
Grade 28
- Requires a Bachelor’s or Master's degree (or international equivalent) related to environmental, safety, health or science-related discipline and 13-15 years of relevant experience or 17-19 years of relevant work experience.
Grade 29
- Requires a Bachelor’s or Master's degree (or international equivalent) related to environmental, safety, health or science-related discipline and 15+ years of relevant experience or 19+ years of relevant work experience.
Required Knowledge, Skills, and Abilities:
- Advanced knowledge of a field of environmental and/or safety engineering, process safety, health or related discipline.
- Knowledge of ES&H sciences/engineering systems, principles, and methodologies.
- Experience in supervising all aspects of ES&H on projects or facilities.
- Knowledge of national and international ES&H laws/regulations and regulatory/resource agencies permitting processes and responsibilities, industry standards for ES&H compliance, and best management practices for minimizing potential ES&H impacts during project execution.
- Knowledge of engineering and construction systems, methods and work processes.
- Knowledge of construction planning, estimating, procedures, and execution.
- Experience in managing and/or providing technical oversight of ES&H contractors/subcontractors or consultants during construction.
- Knowledge of construction environmental issues, e.g., hazardous materials, waste management, erosion and sediment control methods, and restoration techniques.
- Knowledge of Bechtel’s organizational structure, functions, and administrative procedures.
- Knowledge of technical vocabularies and terminology common to industrial hygiene, health physics, safety engineering, and environmental compliance.
- Experience in implementing ES&H training programs.
- Written and oral communication skills.

- Prior practical work experience in environmental, safety and/or health
