Project Overview:

Bechtel and Westinghouse Electric Company have partnered to deliver the first nuclear power reactors in Poland for our customer, the Polish Entity Polskie Elektrownie Jadrowe (PEJ). Bechtel will be the Engineering, Procurement, and Construction (EPC) contractor for the project. As the EPC, our responsibilities will include providing the design for the Turbine Island and Balance of Plant as well as the construction of the entire facility. This is a one-of-a-kind opportunity, and we are looking for the talent that will help expand Poland’s nuclear base and build a strong and long-lasting energy future for generations to come. 

 

POSITION SUMMARY:

Located in Warsaw, Poland, the successful candidate provides project supplier quality supervision support on the Poland AP1000 Project, including capability surveys, audits and area or shop quality surveillance in accordance with Bechtel Supplier Quality & Expediting Inc. (BSQE) and Project Procedures.

 

JOB DIMENSIONS:

A. Supervision Received

Receives operational direction and guidance for Supplier Quality activities from Project Supply Chain Manager.

Receives functional guidance from the Supplier Quality Manager.

B. Supervision Exercised

Provide project-related direction and guidance to Project Supplier Quality Representatives and Area Supplier Quality Specialists.

C. Contacts

Corresponds administratively with Project Supply Chain Manager, Functional Manager, the global business unit, BSQE, project Supplier Quality team, project engineering, procurement, quality assurance and construction personnel, and Area Supplier Quality Specialists.

Maintains contact with suppliers to monitor the supplier quality on projects post award.

Occasional contact with Customers at the operational level during external audits, project bid clarification meetings, and meetings to discuss supplier quality topics.

 

RESPONSIBILITIES:

  • Plan, prepare and administer Quality Surveillance Assignments (QSAs) for source surveillance, surveys and audits as required for project

  • Coordinate with SQ Regional Managers and Supervisors for the allocation of resources for intended QSA's

  • Coordinate Supplier Quality services with other project functions

  • Reviews material requisitions including technical specifications with respect to quality requirements, and participates with Engineering in determining the levels of surveillance required and establishing witness and hold points.

  • Assists in the development of the final bid list and the selection of a recommended bidder

  • Assists with the establishment of Quality Surveillance levels required for each purchase

  • Participates in pre-award and post-award meetings/conferences with suppliers to review Area Supplier Quality’s right of access, release for shipment authority, and notification on witness and hold points during quality surveillance activities

  • Prepares quality surveillance and capability survey assignments for execution by the assigned Area Supplier Quality Specialists

  • Investigate quality issues reported to the GBU Supplier Quality Manager on equipment/materials where quality surveillance has been performed. Available documents such as UOS&Ds, Field Change Notices, back charge notices, NCR & Deviation Report registers, etc. should be utilized during the investigation process

  • Review, edit, accept and distribute reports in accordance with this Manual and Project Procedures. Ensure survey and audit reports are approved and then posted into GSIS

  • Regularly check anomaly code information and assignment information which has been siphoned from Quality Surveillance Reports into SQEAS is accurate and make any necessary corrections

  • Provide direction and supervision to Project Supplier Quality Representatives

  • Provide project direction to Supplier Quality Representatives that carry assignments for Project

  • Participate in bidder pre-award and post-award activities and utilize SQEAS metric reports in bidder pre-award and post-award meetings and provide to SQR's to discuss known issues with suppliers during initial visits

  • Coordinate review, obtain and resolve Project Quality Assurance and Engineering comments on quality surveillance plans when required by Project Procedures and Engineering Department Procedure Instructions (EDPI's)

  • Monitor and report quality metrics established by the functional Supplier Quality Manager

  • Follow Project Procedures and work processes

  • Notify the Project Supply Chain Manager and responsible project personnel of any significant problems and initiate timely follow-up

  • Monitor and manage job hour and monetary budgets and initiate trends when any overrun is foreseen or experienced

  • Record and trend out of scope work resulting from activities being undertaken that were not originally estimated or planned

  • Provide supplier submittal document registers to SQR's when requested or on a managed regular basis

  • Coordinate review of Quarterly Supplier Status Reports for lessons learned on Suppliers

  • Performs specific Procurement Supplier Quality related activities assigned by the Project Supply Chain Manager

  • Facilitates communication between on and off project personnel across disciplines; provides project direction to assigned Supplier Quality Specialists and coordinates communication between Supplier Quality Specialists and project personnel to assist in resolving technical and quality issues arising from area/shop Supplier Quality activities. Represents Supplier Quality in project meetings, project reviews, and in the resolution of issues relating to supplier quality

  • Represents Supplier Quality in project meetings, project reviews and in the resolution of issues relating to supplier quality

  • Researches and summarizes data and populates established project and procedural performance metrics. Develop project specific metric for implementation as deemed useful by the project team

  • Lead development of SQ automation, data analysis & Power BI dashboards

  • Demonstrated experience working collaboratively with a team and providing support as needed

  • Other duties, as assigned

 

JOB KNOWLEDGE: 

  • Experience with major commodities typically procured for nuclear projects, recognized codes and standards, manufacturing methods

  • Performs project Supplier Quality functions having some degree of complexity, e.g., preparation of detailed inspection plans for use on complete or uniquely designed systems; preparation of full scope man-hour and budget estimates for proposed intermediate-sized projects; review of complex technical specifications; or the establishment of project corrective action(s) to resolve nonconformances that have a significant impact on project cost/schedule

  • Provides guidance to other PSQRs and Area Supplier Quality Specialists and non-technical support staff as assigned

  • Assists and/or monitors activities of assigned Area Supplier Quality Specialists

  • Requisite certification as an ANSI/ASME Level II (further to Level I competencies) and performs the following:

  • Conducts capability surveys of a prospective supplier

  • Participates as an audit team member or technical resource for nuclear material and/or quality program audits

  • Monitors the administrative and technical performance of Third Party Agency quality surveillance contractor personnel to assure that Corporate Supplier Quality Manual and Procedures and quality surveillance assignment instructions are implemented

 

QUALIFICATIONS AND SKILLS:

 

BASIC QUALIFICATIONS:

  • A Bachelor’s degree, or equivalent, from a reputed University. Minimum 12 years of relevant industry experience in inspection and testing activities. Basic computer skills including Microsoft Office (Excel, Word, Power Point).

ADDITIONAL QUALIFICATIONS:

  • A minimum of 4,000 hours of in-shop quality surveillance or related work.

  •  Minimum 12+ Years of Relevant Work Experience

  •  Prior experience as PSQS/PSQR on Pre-FEED / FEED / EPC projects, recognized codes and standards, manufacturing methods

  •  Prior experience in leadership roles, experience in writing technical procedures and problem solving
