Project Overview:

Bechtel and Westinghouse Electric Company have partnered to deliver the first nuclear power reactors in Poland for our customer, the Polish Entity Polskie Elektrownie Jadrowe (PEJ). Bechtel will be the Engineering, Procurement, and Construction (EPC) contractor for the project. As the EPC, our responsibilities will include providing the design for the Turbine Island and Balance of Plant as well as the construction of the entire facility. 

This is a one-of-a-kind opportunity, and we are looking for the talent that will help expand Poland’s nuclear base and build a strong and long-lasting energy future for generations to come. 

Upon initial hire and onboarding, the position will require full time presence in the Warsaw, Poland project office. Part-Time telework flexibility may be an option as the project progresses

Job Summary:

The Strategic Sourcing Manager supports material acquisitions and subcontracts for the Poland AP1000 project, executing sourcing strategies and coordinating supply chain activities to strengthen the Polish supply base

Major Responsibilities:

•    Develop sourcing strategies and identify bidders for materials, equipment, and services to meet project needs. Emphasize local engagement in Poland and coordinate with project managers to select suppliers from both local and global supply bases.
•    Develop and maintain supplier relationships including developing metrics, performance goals and improvement initiatives
•    Assist with guidance to Supply Chain staff on daily tasks and perform functional duties as needed.
•    Support project team in developing supply chain activities, including planning, coordinating, scheduling, estimating, forecasting, budgeting, and related activities.  
•    Assist as directed in the development of:
    Agreement Terms and Conditions for all project subcontracts and purchase orders, ensuring prime contract requirements are included.
    Supply Chain presentations to project, customer, and supplier personnel
     Supply Chain procedures and desk-top guides, in conjunction with global business unit functional management. 
    Supply Chain plans that align with Engineering and Construction strategies, ensuring consistent execution across all disciplines.
    Supply Chain status reports to client, Project and global business unit Management.
•    Review and approve award recommendations for compliance with Supply Chain policies, ensuring all necessary approvals are obtained.
•    Supporting complex negotiations.
•    Position may require travel within the country, travel to supplier and subcontractor facilities. Travel to the jobsite and the US is required

Education and Experience Requirements:

  • Bachelor’s degree in Supply Chain, Business Management/Administration, Procurement/Purchasing, International Business (or equivalent), with a minimum 15 years of professional experience. In lieu of degree, high school diploma and 21 years of professional experience.
  • Extensive professional experience in the Polish market with strong knowledge of local regulations and business practices.

Required Knowledge and Skills:

•    Experience with and knowledge of Supply Chain operations, including Contracts, Purchasing, Supplier Quality, Expediting, Traffic & Logistics, and Field Materials Management.
•    Strategic Sourcing & Supplier Engagement: Experienced in supplier qualification, performance evaluation, contract management, and vendor partnerships to enhance value and ensure compliance.
•    Demonstrated expertise in overseeing the development of intricate procurement and contract packages through effective cross-departmental collaboration.
•    Regulatory Compliance & Risk Management: Understanding of Polish supply chain laws, including ESG, labor, GDPR, and cross-border compliance.
•    Cross-Functional Collaboration: Able to work efficiently across legal, supply chain, operations, engineering, construction, and compliance teams.
•    Skilled in Oracle Procurement Cloud and similar enterprise systems for procurement planning, sourcing, and contract management.
•      Expertise in developing claims mitigation strategies as well as claims evaluation, negotiation plan development, and successful negotiations.
•    Knowledge of Poland’s Public Procurement Law (Prawo zamówień publicznych), including tender notifications, bid evaluation, appeals, vendor communication, and experience with BZP and TED platforms.
•    Proficient in business communication, public speaking, and presentations.
•    Competent in Microsoft Office Suite (competency screening may be required).
•    Registered Quantity Surveyor 
•    Experience at translating legal and contractual requirements into actionable supply chain procedures.
•    Professionally proficient in Polish and English languages, capable of managing international stakeholders and documentation.
