Project Overview:

Bechtel and Westinghouse Electric Company have partnered to deliver the first AP1000 nuclear power reactors in Poland for our customer, the Polish Entity Polskie Elektrownie Jadrowe (PEJ). Bechtel will be the Engineering, Procurement, and Construction (EPC) contractor for the project. As the EPC, our responsibilities will include providing the design for the Turbine Island and Balance of Plant as well as the construction of the entire facility.  This is a one-of-a-kind opportunity, and we are looking for the talent that will help expand Poland’s nuclear base and build a strong and long-lasting energy future for generations to come. This position is subject to U.S. Department of Energy (DOE) regulations at 10 CFR Part 810 (Part 810), which govern the transfer of hardware, materials, and technology to support the construction and operation of commercial nuclear power plants overseas.

Job Summary:

Provides supervision to a project team of Purchasing personnel. Develops and monitors project workhour estimates and prepares Purchasing master pro-forma documents. Participates in the planning, staffing, training and development of Purchasing personnel. Distributes workload to assigned staff. Performs duties in purchasing, including bidder prequalification, developing bid lists, bid solicitation, bid analyses, negotiation and commitment of purchase orders. Administers purchases orders following commitments. Solicits and evaluates budgetary quote requests to support project estimates.

Major Responsibilities:

  • Supervises assigned personnel in the orderly performance and completion of project procurement commitments through the several steps of bidding, evaluation, and award, in accordance with established policies and procurement procedures.
  • Supervises assigned personnel in the Procurement administration functions of identified project purchases to ensure, in conjunction with other functional departments, performance of each order in accordance with the contracted terms and conditions and project requirements.
  • Conducts personnel annual reviews.
  • Recommends to designated manager salary actions, classification changes, terminations, and transfers.
  • Indoctrinates newly assigned Purchasing personnel to the requirements and procedures of the global business unit, project, and client.
  • Monitors personnel to ensure they receive appropriate training and development to satisfy job performance criteria and company personnel development objectives.
  • Supervises preparation and maintenance of project bidder lists, ensuring input is received from all procurement functions and other operational groups.
  • Reviews bid tabulations for accuracy, bidder recommendation, completeness, and approves selection of suppliers within delegated approval authority.
  • Ensures all commitments made by subordinate personnel are accurately presented and have proper approval and signing authorities, as contained in the Procurement Procedures.
  • Reviews and recommends bid selections that require higher Procurement approval authority.

Other Major Responsibilities:

  • Executes commitments within delegated signing authority.
  • Communicates with Engineering and Construction supervision to assist, guide and plan the processing of material requisitions for all project purchases.
  • Develops project purchases operating procedures for review by designated supervisor and inclusion into the project procurement procedures.
  • Develops project workhour estimates for Purchasing function.
  • Monitors project work and the expenditure of work hours within approved budgets.
  • Develops and coordinates with designated manager the Purchasing personnel staffing plan so that staff are added and released in an orderly manner, in accordance with the project workload.
  • Reviews prime contract between client and Bechtel and makes recommendations to designated manager to ensure appropriate provisions are reflected in the general, special, and pricing conditions of the master Purchasing pro-forma documents.
  • Develops, monitors, and maintains project master Purchasing pro-forma documents, including legal comments to commercial terms and conditions.
  • Directs negotiations and prepares proposed negotiating plan in the commitment and resolution of commercial conditions of purchases when such action is agreed as necessary by the designated manager.
  • Assures that project purchasing of equipment and materials is consistent with Bechtel Directives, Management Instructions, and Procurement Procedures.
  • Solicits and evaluates budgetary quotes for project estimates.

Education and Experience Requirements:

  • Requires bachelor's degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experience


 

Required Knowledge and Skills:

  • Skilled in working with and communicating effectively with supervisors of other project functional groups, primarily Engineering, Construction, Project Management and other services.
  • Proficiency and experience in the formation and administration of purchase orders through the several steps of bidder prequalification, compilation of bid requests, receipt of bids, bid evaluation, award, monitoring the performance of suppliers and buyers, back charge procedures, resolution of claims and disputes, and other such related steps.
  • Proficiency and experience in soliciting budgetary quotations.
  • Proficiency in oral and written communication.
  • Experience and courses in pricing, contract law, contract drafting, administration and negotiation of change orders, effective correspondence, planning and scheduling.
  • Working knowledge of subcontract administration, home office and field procedures and documents relating to a multi-discipline construction project.
  • Direct experience in the function of managing workload distribution and execution of the work as well as personnel interviews, selection, salary planning, classification changes, performance evaluation, career counselling, transfers and terminations.
  • Working knowledge of engineering/construction industry contracting practices, applicable commercial regulations and practices, and Bechtel policies, procedures and work practices.
  • Thorough understanding of Contracts and the flow-down of applicable clauses and requirements.
  • Thorough understanding of Cost Accounting Standards, and determination process for applicability to the work.
  • Possesses comprehensive knowledge of procurement and purchasing.
