Project Overview:
Bechtel and Westinghouse Electric Company have partnered to deliver the first AP1000 nuclear power reactors in Poland for our customer, the Polish Entity Polskie Elektrownie Jadrowe (PEJ). Bechtel will be the Engineering, Procurement, and Construction (EPC) contractor for the project. As the EPC, our responsibilities will include providing the design for the Turbine Island and Balance of Plant as well as the construction of the entire facility. This is a one-of-a-kind opportunity, and we are looking for the talent that will help expand Poland’s nuclear base and build a strong and long-lasting energy future for generations to come. This position is subject to U.S. Department of Energy (DOE) regulations at 10 CFR Part 810 (Part 810), which govern the transfer of hardware, materials, and technology to support the construction and operation of commercial nuclear power plants overseas.
Job Summary:
The Permitting Engineer (PE) will assist in providing direction and supervision to engineers and coordinating between disciplines, other functions, customers, and subcontractors. This position will specifically focus on the Licensing and Permitting scope, which will include Nuclear and Licensing disciplines. This includes scope control, and recognition of changes with appropriate change control action. The position also resolves challenges and roadblocks internally as well as external to engineering to maintain project schedule and quality requirements. The ideal candidate will have solid technical experience in the listed disciplines above, and experience in delivering scope on schedule and budget on a complex project. This role will be based in Warsaw, Poland with occasional business travel between the Reston and Poland offices and sites as required. Note that this position MAY relocate to the Pomeranian region at some point in the future.
Major Responsibilities:
- Manage work process execution and assure technical adequacy in accordance with company, contract, and industry codes and standards
- Be accountable for error-free, high-quality deliverables
- Manage work to schedule and budget under an Earned Value Management System (EVMS) using innovative methods to accelerate work when possible and using change control when needed

- Provide leadership and mentoring to team members.
- Create/adhere to meaningful goals working with the team and ensure goals are met.
- Plan and participate in cross-discipline design reviews and ensure thorough impact reviews are performed for any proposed changes.
- Develop design and contracting/procurement schedules and project performance tracking tools with support from Project Controls
- Prepare, approve, or recommend approval of project procedures for engineering, as required
- Coordinate engineering effort with Project Manager, Procurement, Environmental Safety and Health (ES&H), and Project Controls
- Review and approve design documents, change orders, material requisitions, and specifications
- Supervise the preparation of, review, and endorse bid analyses and recommendations for procurement of equipment material and services within Engineering’s scope of responsibility
- Resolve and respond to the client, regulator, or field-initiated questions on engineering
- Communicate complex technical issues and recommend solutions to the client, project, and functional management as directed and as appropriate.
- Champion the creation of a project work environment, supported by leadership on the project/program, which fosters openness, trust, communication, teamwork, inclusion, empowerment, innovation, and satisfaction.
- Conduct annual performance reviews in accordance with approved procedures and hold career development discussions, as applicable.
Education and Experience Requirements:
- Requires bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience
Required Knowledge and Skills:
- Must be authorised to live and work in Poland without sponsorship.
- Excellent English and Polish written and verbal communication skills.
- Experience in power plant design (nuclear or other).
- Poland Professional Engineering License (or ability to obtain within 12 months).
- Previous experience in support of State regulation and permitting requirements with respect to new
Preferred Knowledge and Skills:
- Prior experience working in a Nuclear Quality and Safety Environment.
- Knowledge of Bechtel Corporate guides and standards.
- Knowledge of industry and regulatory guides, codes, and standards.
- Proficient knowledge of project engineering processes and procedures.
- Demonstrated skill in supervision.
- Past experience with managing projects interfacing with PAA or other authorities having jurisdiction.
- Excellent listening, planning, and organisational skills are essential.
- Extensive technical knowledge of Quality, engineering systems, engineering calculations, applications of engineering methods and materials, applications of computer software to engineering problems to ensure the design is cost-effective, in accordance with applicable safety, health, environmental regulations, customer requirements, and engineering codes and standards.
- Working knowledge of engineering procedures, covering discipline deliverables, production, and control, as well as organisation and responsibilities for the Engineering Department.
- Thorough knowledge of business practices, project forecasting, and project control systems required.
- Experience in resolving complex technical problems and the ability to articulate explanations is essential.
- Experience with Nuclear Power Plant Design.
