Project Overview

Bechtel and Westinghouse Electric Company have partnered to deliver the first nuclear power reactors in Poland for our customer, the Polish Entity Polskie Elektrownie Jadrowe (PEJ). Bechtel will be the Engineering, Procurement, and Construction (EPC) contractor for the project. As the EPC contractor, our responsibilities will include providing the design for the Turbine Island and Balance of Plant as well as the construction of the entire facility.

Role Responsibilities:

  • Provides safety technical support based on safety studies, health assessment studies, and project risk assessments to assist and coordinate the projects safety requirements. This will include formulation of risk reduction measures with project-assigned safety personnel, engineering, construction and onsite EHS representatives during construction
  • Participates in meetings with customers, project team members, and contractors/subcontractors to advise them of safety requirements that may affect project design, schedule, and cost
  • Formulates and maintains comprehensive EHS plans, project specific risk reduction plans, safety awareness training programs, and technical reports
  • Issues recommendations and input for revising safety procedures, work processes, and other quality improvement measures
  • Conducts safety inspections/assessments of project construction activities to monitor compliance with applicable safety and health requirements including contractual commitments, permits, and the project's EHS plan
  • Supervises and/or performs daily monitoring of work practices of Bechtel and other contractors/ subcontractors
  • Assists in event investigation activities necessary to gather time lines, causes and root-cause information
  • Provides technical assistance and awareness level training in incident investigation to line management and subcontractors. May generate investigation report
  • Evaluates incident reports for quality, consistency, and completeness Interfacing with Project Supervisors to finalize reports in accordance with the project EHS procedures and to correct unsafe acts and hazards that have been determined to be causes related to events
  • Implements personnel policies (e.g., conducts employee performance evaluations) and provides technical direction to staff
  • Coordinates inspection tours of regulatory compliance officers who are auditing the project/facility for compliance with government EHS requirements. Accompanies the compliance officer(s) during the audit; ensures that all inspection reports are prepared and retained for legal defense should litigation result.
  • Ensures environmental compliance inspections of project construction activities are conducted to monitor compliance with environmental requirements including contractual commitments, permits, and the Construction Environmental Control Plan (CEMP).
  • Interprets applicable EHS standards and supervises their integration into projects and facilities processes and procedures.
  • Executes other EHS duties as assigned by Project EHS lead/management
  • Demonstrated experience working collaboratively with a team and providing support as needed
  • Other duties, as assigned

 

Basic Qualifications:

  • Understands and has practical experience implementing EHS programs complaint with Polish Legislation
  • Advanced specialized knowledge in a safety specialty (e.g., Personal Protective Equipment, lockout/tagout, fall protection, excavation, People Based Safety) or engineering (e.g., civil, process safety, mechanical) or related disciplines.
  • Advanced knowledge of safety management, monitoring programs, principles, and methodologies.
  • Advanced knowledge of national safety and health laws/regulations and regulatory agencies' processes and responsibilities, industry standards/practices for safety and health compliance, and best management practices for minimizing potential safety risks during project execution.
  • Experience in safety inspections/assessments during construction.
  • Working knowledge of best professional ES&H practices in conducting accident investigations, compliance audits and project health surveys
  • Skilled in oral and written communication and knowledge of computer applications.
  • Bachelor of Science degree in a specialized scientific field (e.g., safety, industrial engineering, public health) or process/mechanical engineering and/or some practical work experience in the discipline performing the responsibilities listed above.

 

Preferred Qualifications:

  • Bachelor of Science in Safety Management or equivalent
  • Experience in managing and/or providing technical oversight of EHS employees, subcontractors or consultants.
  • Knowledge of engineering, construction, and subcontract work processes.
  • Prior practical work experience in project settings (e.g., managing safety and health programs, budgets and staff) and field locations (e.g., construction execution and/or operating facilities) performing the responsibilities listed above.
  • Knowledge of Bechtel's organization structure, functions, and administrative procedures
  • Experience in supervising all aspects of EHS on projects or facilities.

 

Work includes field inspections and the physical ability to conduct field inspections which require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, working on elevated platforms, working on uneven surfaces and working in small or confined spaces. Some lifting may be required. Must have the ability to walk into and out of the project (enter/egress). Must be able to use appropriate standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e. harness, life vest, respiratory protection, hearing protection etc.)
