Project Overview:

Bechtel and Westinghouse Electric Company have partnered to deliver the first AP1000 nuclear power reactors in Poland for our customer, the Polish Entity Polskie Elektrownie Jadrowe (PEJ). Bechtel will be the Engineering, Procurement, and Construction (EPC) contractor for the project. As the EPC, our responsibilities will include providing the design for the Turbine Island and Balance of Plant as well as the construction of the entire facility. This is a one-of-a-kind opportunity, and we are looking for the talent that will help expand Poland’s nuclear base and build a strong and long-lasting energy future for generations to come. This role will be based in Warsaw, Poland.

 

Upon initial hire and onboarding, the position will require full time presence in the Warsaw, Poland project office. Part-Time telework flexibility may be an option as the project progresses.

 

Position Summary

Performs purchasing duties, including bidder prequalification, developing bid lists, bid solicitation, bid analyses, negotiation and commitment of purchase orders. Administers purchase orders following commitments. Solicits and evaluates budgetary quote requests to support project estimates. Roles and Responsibilities shall include, but not limited to the activities outlined in the Job Dimension section of this Job Description.

  • Reports to and receives operational direction from the Purchasing Supervisor.
  • At jobsite locations, reports to and receives operational direction from the Project Field Procurement Manager.

Contacts

  • Maintains working relationships with project Supply Chain personnel and project discipline personnel in order to perform assigned duties.
  • Maintains working relationships with those bidders and suppliers involved with the performance of assigned tasks.

 

Responsibilities

  • Reviews and assists with other commercial and technical data prepared by Engineering, Construction, Traffic & Logistics, Finance, Insurance, Tax and other procurement functional groups to assure inputs are suitable for pro-forma or solicitation documents.
  • Develops and issues purchase order as assigned by performing the following:
  • Communicates with Engineering, Construction, or other function to assist and/or guide them in the preparation of service requisitions.
  • Prepares, maintains, and monitors project bidders lists through sourcing engagement and pre-qualification activities, ensuring input is received from potential bidders and reviewed by supply chain functions and other operational functional groups.
  • Prepares and organizes assigned meetings, such as requisition planning, pre-bid, bid clarification and pre-award meetings, for the purpose of ensuring complete understanding and agreement between Bechtel, the client and contractor on all contractual matters.
  • Develops and issues request for quotation / proposal to include evaluation criteria and technical / commercial requirements, obtain necessary approvals, and provides oversight of the bidding process, such as coordination of bidders’ questions and questions, pre-bid meetings, and timely receipt of bids.
  • Perform commercial evaluation, coordinate technical evaluation with functional personnel and apply evaluation factors as required.
  • Directs negotiations in the award of purchases (including change management), following review and approval of the proposed negotiating plan by the designated supervisor.
  • Prepares Commercial Bid Summary and recommendation letter and secures required approvals.
  • Definitize and issue award.
  • Purchase Order administration activities shall include expediting of submittal, fabrication, delivery, and warranty activities, progress meeting, change management, and other administration activities to meet the contractual requirements.
  • Prepares and maintains control and status reporting documents.
  • Communicates with subcontractors and required functional personnel to achieve required delivery to meet contractual and project requirements.
  • Assists project team with solving administrative problems on commitments involving high monetary expenditure or risk, engineered technical specifications or supplementary commercial conditions.
  • Provide input to project schedules and reports as directed.
  • Mentor and provide training to purchasing representative, other supply chain personnel, and other supply chain related functions.
  • Support other supply chain activities, if required.
  • Support estimating activities of obtaining and evaluation of budgetary bids.
  • Performs all work activities in accordance with established policies and procedures.
  • Demonstrated experience working collaboratively with a team and providing support as needed

Qualifications & Skills
Basic Qualifications

  • Bachelor’s degree or equivalent and minimum 6 year of professional experience in related field. In lieu of degree, 12 years of relevant experience.

 

Additional Qualifications

  • Knowledge and experience in all phases of purchase order formation including bidder prequalification, preparation of bidders lists, compilation of bid requests, negotiation of terms and conditions, award.
  • Knowledge and experience in purchase order administration including change management, monitoring supplier performance, backcharge procedures, and the resolution of claims and disputes.
  • Skill in working and communicating effectively, both orally and in writing, with other project functional groups, such as Engineering, Construction, Project Management, other functional groups, and subcontractors.
  • Knowledge and experience of Uniform Commercial Code or applicable commercial legislation, law, negotiations, accounting, cost engineering, internal commercial conditions gained through education or experience.
