Project Overview:

Bechtel and Westinghouse Electric Company have partnered to deliver the first AP1000 nuclear power reactors in Poland for our customer, the Polish Entity Polskie Elektrownie Jadrowe (PEJ). Bechtel will be the Engineering, Procurement, and Construction (EPC) contractor for the project. As the EPC, our responsibilities will include providing the design for the Turbine Island and Balance of Plant as well as the construction of the entire facility.  This is a one-of-a-kind opportunity, and we are looking for the talent that will help expand Poland’s nuclear base and build a strong and long-lasting energy future for generations to come. This position is subject to U.S. Department of Energy (DOE) regulations at 10 CFR Part 810 (Part 810), which govern the transfer of hardware, materials, and technology to support the construction and operation of commercial nuclear power plants overseas.

Job Summary:

The Senior Cost Trend Engineer will integrate cost estimating, analysis, control, and reporting activities including but not limited to:
•    Budgets, forecasts, maintenance, monitoring, impact identification, and recovery planning.
•    Cost control and trend analysis including cost performance metrics. 
•    Support studies, forecasts, and problem-solving exercises.
•    Support risk management and the integration between the change control and risk program

Major Responsibilities:

  • Prepares cost trend estimates in support of project cost trend programs.
  • Prepares and presents trend reporting information to project management.
  • Provides comments and recommendations for cost engineering requirements relative to staffing and project control.
  • Prepares detailed staffing plans for cost engineering activities.
  • Reviews proposal provisions related to cost engineering and material control and develops supporting data for contract negotiations.
  • Utilises vendor information to update the cost data file.
  • Applies material unit rates to quantities. Maintains cost data files.
  • Interfaces with designated management and client counterparts for specific cost presentations.
  • Participates in developing and presenting training classes on designated subjects and on-the-job training for specific processes and practices.
  • Supports the timely preparation of cost estimates.
  • Prepares and analyses comparisons of scope, quantities, and cost data between the project participants.
  • Supports risk management and the integration between the change control and risk program
  • Reviews project work activities to ensure support of project milestones.
  • Coordinates pricing structure or criteria to be used by each discipline or specialty to meet the objectives of the cost estimate.
  • Establishes format and content of summaries and reconciliations, including segregation of cost according to level of confidence and identification of areas of risk. 
  • Supervises the timely performance of cost control activities.
  • Reviews and critiques design and specifications for cost effectiveness and suggests alternatives when appropriate.
  • Supervises cost recording, monitoring, and reporting practices for compliance with applicable standards accuracy and consistency.
  • Coordinates information input into specific studies. Responsible for integration of activities and total work scope identification.
  • Evaluates study results and recommends conclusions for project team consideration and discussion.

Education and Experience Requirements:

  • Requires bachelor's degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience

Required Knowledge and Skills:

•    Experience in performing, monitoring, and reviewing cost engineering functions, including cost estimating, cost control, financial reporting systems, and cost analysis.
•    Knowledge in supervision, personnel administration, and training of technical and non-technical personnel.
•    Demonstrated ability to plan, organize, direct, perform, review, and present cost engineering and cost estimating products. This includes preparation of financial reporting products independently with minimal supervision using a high level of professional judgment and knowledge related to technical cost engineering skills and engineering design and construction practices.
•    Proficiency in using PC operating systems and several basic software applications such as Excel, Word, and PowerPoint.
•    Skilled in oral and written communication.
•    Knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience.
•    Demonstrated ability to work with people of varied backgrounds and objectives.

Preferred Qualifications:
•    Prior nuclear power plant development, permitting, engineering, procurement, and construction experience.
•    Proficiency in using multiple discipline specific applications (EcoSys, etc.) currently in use by Bechtel.
•    Knowledge of current industry and technical developments.
•    Knowledge in risk management
•    Proficiency in Power BI
