Job Summary:

The Control Systems Commissioning Engineer is responsible for managing and achieving all commissioning, startup, initial operations activities and performance tests, for the control systems on a major process project.

The Project scope includes the design and installation of process and utility systems to a new process facility. The Control Systems Commissioning Engineer will help develop Commissioning strategies and plans, and will co-ordinate with Construction and Engineering colleagues to optimise the overall design and execution plan for the project.

The role requires significant interaction with the Customer Project Management Team and Operations team.

 

In the execution stage the Control Systems Commissioning Engineer will drive the customer’s contractors to plan and deliver project control systems completion, through receipt from pre-commissioning through to operations. The individual provides day to day direction to project control systems commissioning personnel and oversight of commissioning contractors, including providing operational support and expertise to the customer operations team.

 

The Control Systems Commissioning Engineer shall be experienced in organizational and activity management, the execution of work in a complex, and safety critical environment and be experienced with Bechtel and industry standard pre-commissioning, commissioning, and operations work practices. The Control Systems Commissioning Engineer reports to the Bechtel CSU Manager.  


Major Responsibilities:

Specialization & Expertise 

  • Provides knowledge and expertise in the control systems discipline, subject matter, or specialized process required for CSU. 
  • Participates in and provides specialist input during the HAZID and HAZOP workshops. 

Work Planning & Packaging 

  • Analyzes assigned activities to review the scope, time, and resource requirements. 
  • Reviews the plans and schedules for CSU execution activities including sequence and resource requirements for assigned areas of responsibility typically including complex evolution across multiple disciplines and functions. 

Turnover Coordination 

  • Participates in Construction to CSU turnover walkdowns for assigned areas of responsibility.

Quality Control 

  • Assists other Startup Specialists in interpreting design information, specifications, codes, and regulatory requirements. 
  • Performs management of testing of equipment to assure conformance with specifications and compliance with test procedures, that work methods are undertaken safely and activities are supported to meet schedule and cost. 

ES&H 

  • Identifies and resolves/elevates ES&H issues in the field and is a visible 'walk the talk' leader in good ES&H practices. 


Education and Experience Requirements:

  • Requires bachelor's degree (or international equivalent) and 10-13  years of relevant experience or 14-17 years of relevant work experience.


Required Knowledge, Skills, and Abilities:

  • Bachelor of Science Degree in Engineering.
  • Ability to plan and direct pre-commissioning, commissioning and start-up assignments on process and utility plant projects.
  • Evidenced knowledge of control systems and instrumentation.
  • Evidenced knowledge of testing, commissioning, start-up operations and turnover practices.
  • Good leadership and behavioural attributes with an ability to supervise contractors for testing, start-up and operations activities.
  • Knowledge and experience of commissioning & Integration of SCADA, DCS, PLCs and other industrial control systems including integration of facility mechanical and electrical assets.
  • Demonstrable experience of previous commissioning documentation production.
  • Demonstrable experience across a range of Commissioning projects, topics and processes.
