Project Overview:
Several combined cycle power projects are currently underway or planned to be developed and executed by Bechtel over the next 5-10 years. During the development phase of these projects, teams will be organized to support multiple projects concurrently. Following project award, dedicated project teams will be formed, and personnel will be assigned to each combined cycle project.
Job Summary:
This role will provide supervision to site materials coordination personnel at the project site to ensure that materials are provided on time and in sufficient quantity to support the completion of construction work. You will ensure that Materials Management Coordinators provide accurate reporting of all materials required for work package installation. The Materials Supervisor will also monitor the work processes and the effectiveness of materials personnel in providing timely and accurate distribution of materials to Construction and/or (Sub) Contractor installation locations. You will develop project workhour estimates and monitor against approved budgets, assist in establishing long-range objectives for personnel development, and provide materials coordination support to project functional groups.
Note: This position will start in Reston, later will need to mobilize to the field.
Major Responsibilities:
- Supervises material management operations of personnel assigned to a medium sized project to ensure conformance to corporate, global business unit and project policies and procedures in all disciplines and functional areas for which material management is responsible including the receipt, inspection, storage, inventory control (manual and/or automated), physical security and issue of materials and equipment
- Maintain a zero-accident policy on site.
- Identifies the need and completing the action for all UOS&D material and equipment received at project temporary operating and jobsite locations
- Implements the planned construction activities and work packaging structure on the project through coordination with Field Engineering, Construction, and/or (Sub) Contractors, and Project Controls.
- Initiates actions to identify and dispose of material and equipment declared excess to project needs by project management
- Recommends long-range personnel requirements and assists Project Field Procurement Manager in coordinating the timely staffing of required positions
- Prepares recommendations for facilities and equipment necessary to provide for professional material management operations at project temporary and jobsite locations, as specifically directed by the Project Field Procurement Manager. This activity begins as early as practical in the planning stages and continues throughout the project
- Directs the preparation of procedures and instructions establishing material management responsibilities and methods of operations pertaining to material management activities at project temporary operating and jobsite locations to include but is not limited to project procedures, which must be compliant with approved Integrated Work Process Procedure with approved variations if required
- Assists Project Field Procurement Manager in establishing and monitoring a continuing program to dispose of surplus materials and equipment as it is identified as excess to project needs by project management
Education and Experience Requirements:
Requires bachelor's degree (or international equivalent) and 8 -10 years of relevant experience or 12-14 years of relevant work experience
Required Knowledge and Skills:
- Qualification in Supply Chain Management, Logistics/Transportation, Construction Management, Industrial Engineering or demonstrable industry experience in lieu.
- Management Experience in Warehousing and Materials Management Knowledge of Field Procurement operations related to the receipt, storage and control of materials on a project.
- Knowledge of Field Engineering disciplines, work processes and the deliverables produced. Supervising complex materials management Knowledge of business administration procedures, tools, techniques, and business ethics.
- Ability to develop concept and detailed materials management strategies that are cost effective and innovative.
- Experience in materials planning, allocation, resource development and supplier management. Has extensive knowledge of procurement strategies and material planning
