Project Overview:

Today, our colleague’s team with customers, partners, and suppliers on diverse projects in nearly 40 countries. Bechtel’s focus on renewables and clean energy is helping our customers deliver transformational renewables and clean energy projects. Bechtel renewables team will perform the project management, engineering, procurement, and construction for a 218MWac / 271MWdc utility-scale solar photovoltaic (“PV”) generating plant to be located in Victoria, TX.      

Job Summary:

The Deputy Project Field Engineer/CSU Manager (PFE) will work across several disciplines and/or sub-contractors to support the planning, coordination and management of construction quality assurance, quality control, construction supervision and startup. They will provide technical direction to construction engineers and superintendents, ensuring that jobsite operations meet design requirements and quality standards. They have the responsibility to accept systems and components from installation teams and deliver them to the customer operations team tested, energized and operating per project procedures and contract requirements. This role will report to and receive direction from the Site Manager.

Major Responsibilities:

  • Supports Field Engineering duties of material verification, subcontract field support, filed inspections, work package development and quantity tracking
  • Provides engineering assistance to Superintendents; supports assigned personnel in meeting cost and time schedules, verifies materials, equipment, and quality and assures results meet design requirements
  • Coordinates with Superintendents and Subcontractors to plan construction schedules
  • Supports subcontract field activities and coordinates with the appropriate site management on activities affecting contract administration including changes and client interfaces
  • Review and/or leads, as assigned, the preparation of construction estimates, cost engineering studies, schedules, and budgets
  • Analyzes activities to determine the scope, time, and resource requirements
  • Reviews project controls documents on progress relating to cost and schedule
  • Responsible for maintaining punch list item data integrity in the database
  • Directs preparation of quantity listings of field purchased material and equipment
  • Assists construction engineers and superintendents in interpreting design drawings, planning for delivery of construction materials and equipment, and assuring that proper warehousing and storage exists to ensure adequate environmental protection
  • Determines that vendors' bids for material and/or equipment are in conformance to specifications
  • Reviews specifications, purchase orders, subcontracts, inspection reports, delivery schedules, instruction manuals and technical data to assist and advise on-site
  • Develops a process for tracking and maintaining required site permits and licenses
  • Ensures maintenance of construction engineering records
  • Has technical responsibility for organizing, executing, and coordinating the startup team
  • Preparation of system testing and turnover documentation including scoped documents, test records, test procedures and other similar required documents
  • Supervise and direct subcontractor personnel as require to support commissioning activities (e.g., meter and relay testing)

Education and Experience Requirements:

  •  Required bachelor's degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experience

Required Knowledge and Skills:

  • Thorough knowledge of all phases of construction operations relating to engineering, construction, and startup activities.
  • Leadership experience (small team) managing testing activities for a Bechtel project (any discipline, electrical preferred).
  • Display effective communication skills crucial to motivating team members and presenting plans clearly and concisely.
  • Computer literate in word processing, spreadsheet, and database applications.
  • Excellent problem-solving ability
  • Good organizational and time management skills
  • Ability to work on competing priorities to meet time-bound requirements.
  • Experience in the utility scale power generation & distribution industry, three of which have been in commissioning, maintenance, or operation of a combined cycle generation facility.
  • Experience in the testing or maintenance of solar systems including inverters, medium voltage switchgear, transformers and power distribution systems including calibration of the associated.
  • Protective relaying.
  • Solar power project experience desirable
