Bechtel is on the Northrop Grumman Corp. team preparing to deliver the U.S. Ground Based Strategic Deterrent (GBSD) system of inter-continental ballistic missiles and launch infrastructure. GBSD is a vital U.S. Air Force program designed to modernize the nation’s aging force of inter-continental ballistic missiles, which make up the ground element of the nuclear deterrent. As part of the Northrop Grumman GBSD nationwide team, Bechtel will provide launch system design, construction, and integration.

Position Overview:

This position is for a Resident Engineer/Design Engineer to work multiple sites across the program for the Civil, Structural, and Architectural disciplines, as a technical specialist who will support design implementation and construction activities. This position will be responsible for resident engineering within their assigned discipline through walkdowns, interfacing with construction and Base personnel, and disposition for field requests. This role will start based out of Vandenberg, CA and may transition to Ogden, UT area. The preferred candidate will also perform structural design activities for the Project Management Office (PMO) in Ogden, UT, as necessary.


The ideal candidate will have solid experience in design and execution of Civil, Structural or Architectural engineering projects and field experience, to include engineering design development and producing design documents for government customers in accordance with Unified Facilities Criteria and the Whole Building Design Guide, including drawings, UFGS specifications, and calculations. In addition, it will be required that the candidate have excellent communication skills (both verbal and written), can be the “face” of Bechtel, promoting our leadership, quality, and safety values, to external partners including vendors, construction companies, and other subcontractors.

This role will be responsible for:

  • Responsible for field construction operations within assigned discipline or area.
  • Coordinates established area contractor operational plans.
  • Provide dispositions to FCD’s, RFI’s and NCR’s
  • Perform structural design activities associated with the project as directed from the PMO.
  • Monitors work activities and ensures the quality of work performed.
  • Ensures the most current design document is used to complete the work and that all design changes are approved prior to implementation.
  • Prepares daily reports and forecasts, including summary of construction progress, contractor personnel forecasts, and expenditures forecast.
  • Monitors the activities of subcontractors to ensure compliance with specifications and schedules.
  • Responsible for the implementation of client/project policies, procedures, and instructions within assigned operations.
  • Coordinates activities with other disciplines or areas and clients’ resident representatives, as instructed by construction management.
  • Ensures that client, Bechtel and local/national safety codes, requirements and standards are being complied with within assigned area of responsibility. Ensures the Zero Accident Philosophy is incorporated into every aspect of construction operations. Actively participates in scheduled safety meetings.
  • Implements Six Sigma tools, analysis, and decision making in the execution of duties.
  • Demonstrate ownership of assigned actions to self and group and shows initiative in problem solving.
  • Build an inclusive team environment where all are able and expected to contribute to the maximum of their capabilities. Provide leadership and mentoring to team members. Create meaningful goals working with team and ensure goals are met.
  • Development of subcontractor scopes of work for execution of construction work implementing design documents.
  • Travel up to 50% to customer and project locations to coordinate designs with team between multiple work sites.  
  • Interface with the ultimate USAF client/customer for Northrop Grumman for technical issue studies, resolutions, and recommendations.

Basic Qualifications:

  • Grade 26: BS degree in Engineering (Civil, Structural, or related), from an accredited university, with at least 9 years of relevant experience
  • Grade 27: BS degree in Engineering (Civil, Structural, or related), from an accredited university, with at least 15 years of relevant experience.
  • US citizenship is required per contract requirement.
  • Possess active security clearance or ability to obtain security clearance 

Minimum Qualifications:

  • Registered Professional Engineer (PE) in USA (Civil or Structural Engineering).
  • Registered Structural Engineer (SE) in California
  • University Degree in Civil Engineering or Construction Management discipline with minimum ten (10) years of construction experience.
  • Knowledge of the use of subcontracts, and the contractor and subcontractor’s responsibilities contained in subcontract documents.
  • Knowledge of a single or multi-discipline construction operation.
  • Experience working with, supervising and administering subcontractors and/or Direct Hire workforce.
  • Experience providing daily safety and quality inspections of Contractors’ physical works related road, bridge and associated utility and drainage construction
  • Broad knowledge of the application of Civil and Structural engineering design principles.
  • Excellent communication skills (both verbal and written).
  • Must be knowledgeable on industry /regulatory codes and standards.
  • Knowledge of related construction practices and the economics involved.

 Preferred Qualifications:

  • Experience in complex excavation approaches and construction execution, field experience is preferred.
  • Experience reviewing and monitoring the Contractors’ project schedules.  
  • Experience writing correspondences to contractors.
  • Prior experience working with government agencies, preferably the Department of Defense
  • Experience with use or knowledge of Revit and/or InRoads
  • Intermediate knowledge of developing CSI Masterformat specifications, or SpecsIntact
  • MS degree in Civil or related Engineering, from an accredited university.
  • Knowledge in use of Bechtel Corporate guides and standards.
  • Prior work experience in execution center environment and demonstrated flexibility in work assignments.
  • Construction field experience
