CA Positions: A 10% salary uplift is provided on top of base salary for positions that are worked in San Jose, CA, and San Francisco, CA, which is subject to change depending on market conditions.

Project Overview:
Bechtel is the Engineering, Procurement, and Construction (EPC) partner on the Northrop Grumman team to deliver the Sentinel Program, which is modernizing the ground-based leg of the U.S. nuclear deterrent triad, including intercontinental ballistic missile (ICBM) systems and launch infrastructure. Bechtel’s scope of service in Sentinel’s current Engineering & Manufacturing Development phase focuses on the ground infrastructure component of the program.

Job Summary:
The Sentinel, Subcontract Technical Representative, Electrical is assigned to the field construction organization, specifically focused on formation, implementation, management, and oversight of all service subcontracts. Responsible for coordination across the various departments to obtain technical, schedule, and quantity inputs to define and maintain requirements to meet Sentinel project needs. Ensure service subcontractor's performance complies with specifications and within schedules and budget. Performs general functions inherent in all subcontractor technical representative field positions. This position will be responsible for a variety of construction tasks utilizing industrial codes and standards related to raceway/cable tray, cable, electrical equipment installations. Duties include interpreting design and vender drawings and specifications. This position requires good planning and organizational skills, ability to perform detailed inspections and the ability to produce accurate, clear, and concise documentation. #LI-CL1
Major Responsibilities:
- Establishing the primary interface between Service Subcontractors, Sentinel Project, and subcontract administrator/procurement, coordinating subcontractor’s activities with work performed by others.
- Ensuring subcontracted deliverables meet all requirements and service quality is being provided.
- Operate with considerable latitude, exercising independent judgment, and utilizing construction knowledge and experience in resolution of typical questions and problems, which may arise.
- Technical oversight of assigned subcontractor’s safety and environmental control, and coordinated execution of the subcontractor’s scope of work in line with the site schedule.
- Supporting Subcontract Formation and BEA (Bid, Evaluate, & Award) Process, including development of the scope of work, schedule, and deliverables and participating in the technical evaluation of proposals/bids.
- Monitoring and reporting Subcontractor’s performance in accordance with defined scope, budget, and agreed delivery schedule.
- Determine the cause and make recommendations for appropriate corrective action in the event of a subcontractor deficiency, delay, or failure to perform.
- Review any change that impacts pricing, quantity, or schedule and work with the Subcontract Administrator and end user to assess and agree need for the change.
- Review all Subcontractor invoices for completeness and compliance with the subcontract pay items, ensuring cost overruns are avoided.
- Validate subcontractor's monthly progress payments and invoices, monitor subcontractor Force Account and time charging reports, and coordinate subcontractor's activities with work performed by others.
- Review all submittals, inspection reports, and QVD's to ensure all requirements were met.
- Ensure that installed subcontractor installed commodities comply with Sentinel program requirements and Inspection and Test Plan criteria.
- Monitor the subcontractor’s daily progress, prepare daily subcontract reports, review subcontractor initiated reports and correspondence for claim related issues, and assist the subcontract administrator with changes to the subcontract scope of work.
- Track and perform receipt inspections of subcontractor material
- Leading review of completed subcontractor work at close out.
- Plan, prepare, and oversee electrical work packages and LOTO's with subcontractor
Education and Experience Requirements:
- Requires bachelor's degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experience.
Required Knowledge and Skills:
- Possess the right to work and remain in the US without sponsorship.
- Must be able to complete and pass a pre-employment drug screen, physical, and background check which includes verification of employment and education.
- Must be a US citizen.
- This role requires a facility-specific clearance that requires U.S. Citizenship.
- Must be able to obtain and maintain a Secret Security Clearance.
- Must be physically able to conduct field inspections and participate in project walk-downs which may require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, using fall protection and other personal protective equipment (PPE), walking on elevated platforms, walking on uneven surfaces, and maneuvering around very small and/or confined spaces.
- Experience in technical coordination of subcontracts or field engineering.
- Experience in developing and leading teams strong background in supervision and leadership.
- Experience in inspection and testing.
- Strong understanding of change management and configuration control processes.
- Technical knowledge of a specialized engineering discipline, cost, scheduling and contracts administration relating to the construction of heavy industrial or commercial complexes.
- Strong understanding of facility system completion walk-downs, punchlist management, turn over packages, and routine interface with Startup.
- General awareness of environmental laws.
- Awareness of government compliance standards.
- Knowledge of requirements for Lock Out Tag Out for safety.
- Detailed knowledge of the National Electrical Code and NFPA 70E Codes.
- Understanding of electrical single line diagrams, electrical block diagrams, electrical wiring diagrams, electrical panel schedules, raceway/cabletray plan drawings, and electrical support drawings (engineered specific and generic "cookbook").
- Computer literate in word processing, spreadsheet, and database applications in accordance with current Bechtel standards.
- Experience working with supervising and administering subcontractors.
- Work experience leading to an advanced understanding of the technical knowledge described above.
- Ability to interface with diverse construction disciplines as well as all levels of management.
- Previous experience working with UFGS specifications and Submittal Registers preferred
- Previous experience reviewing submittals for compliance with UFGS requirements preferred
- Familiarity with current industry quality standards.
- Knowledge of project specific environmental compliance requirements preferred
