Project Overview

Bechtel is the Engineering, Procurement, and Construction (EPC) partner on the Northrop Grumman team to deliver the Sentinel Program, which is modernizing the ground-based leg of the U.S. nuclear deterrent triad, including intercontinental ballistic missile (ICBM) systems and launch infrastructure. Bechtel’s scope of service in Sentinel’s current Engineering & Manufacturing Development phase focuses on the ground infrastructure component of the program.

 

A major contractor for the United States and allied governments, Bechtel has handled such efforts as chemical weapons demilitarization projects, missile-defense, infrastructure, base operations, procurement and project management, and restoration and recovery spanning half a century. Eligibility for this position requires US citizenship; the successful candidate must provide proof of US citizenship. All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be able to obtain a security clearance, as applicable.  

 

This position is five 10’s (M-F, 10hrs per day at the construction site).

 

Position Summary

Sentinel is looking for a Government Property Administrator at the Vandenberg, CA location. This position will report to the Materials Manager in the Procurement Organization. This position provides principal support to the project in the administration of the government property control program. 

  

Responsibilities

  • Implements property management processes pertaining to acquisition, receiving, identification, records, inventories, subcontractor control, storage, movement, utilization, maintenance, reports, relief of stewardship, disposition, contract closeout and fleet management (GSA vehicles).
  • Assists managers and administrators in completion of various tasks required by the Government Property Management Procedures; compliance with applicable regulatory requirements and property records management systems.
  • Interfaces with property custodians to facilitate implementation of procedures and to monitor compliance with prime contract obligations, as assigned.
  • Conducts investigations and inquiries into specific government property control management areas, as assigned. Drafts correspondence and assists in the preparation of periodic status reports.
  • Conducts inventories, reconciles reports and prepares reports and metrics.
  • Processes excess property for disposition including segregation, documentation and turn-in.
  • Assists with and or develops procedures, instructions, forms, and training programs
  • Maintains property record databases for uniquely identified property, summary records, subcontractor property, excess property and disposed property
  • Prepares various property reports upon request such as government inventory and government property status
  • Prepares trend analyses Participates in government property related meetings and organizes materials for the preparation of meetings, presentations and training sessions
  • Acts on own initiative on assigned property control activities of increasing complexity with little supervision. 
  • Conducts investigations and inquiries into specific government property control management problems.
  • May oversee and administer programs with the property control system, as assigned.
  • Executes Field Purchase Orders in compliance with the FAR and DFAR requirements 

 

Qualifications and Skills

Basic Qualifications

  • Bachelor’s Degree in Property Management, Business Administration, Supply Chain Management or Accounting plus 6 years of relevant work experience in government property control, military supply/logistics or in lieu of a degree, 12 years of relevant work experience, government property control, military supply/logistics and/or related experience.
  • Must be a US citizen. Must be able to obtain and maintain any security clearances required for this position.

 

Minimum Qualifications

  • Demonstrated analytical and organizational skills.
  • Demonstrated oral and written communication skills.
  • Proficiency in using Microsoft Office Applications Excel, Word and PowerPoint
  • Experience with standard asset management software applications such as Sunflower

 

Preferred Qualifications

  • Ability to lift and move equipment/material up to 25 pounds
  • Some basic knowledge of contract types, terms and legal requirements.
  • NPMA CPPS certified or willing and able to attain. 
  • Prior experience in tracking and control of government property
  • Six Sigma Yellow-belt certified or willing and able to attain.
  • Basic knowledge of Federal Acquisition Regulations Part 45 and 52.245-1.
