Project Overview

Bechtel is the Engineering, Procurement, and Construction (EPC) partner on the Northrop Grumman team to deliver the Sentinel Program, which is modernizing the ground-based leg of the U.S. nuclear deterrent triad, including intercontinental ballistic missile (ICBM) systems and launch infrastructure. Bechtel’s scope of service in Sentinel’s current Engineering & Manufacturing Development phase focuses on the ground infrastructure component of the program.

Position Summary

This position is assigned to the Construction organization in a supervisory capacity. A key objective of scope being performed at VSFB is to gain a knowledge base of the unique challenges with refurbishing missile silos and constructing new facilities. This position will support, document, and understand the craft, equipment, and sequencing of work to develop efficiencies in execution strategy for a future direct-hire capability in remote environments and multiple locations.

 

The candidate is responsible to collaborate efforts with Site Functional Representatives (Construction, Quality, Safety, Project Controls, etc.), Subcontractors, and Program Stakeholders. The candidate coordinates with Construction Management and other Discipline/Functional Leads to ensure field issues are resolved and reports directly to the VSFB Site Manager. Additionally, perform the duties for oversight and coordination of subcontractor work in the field. This position may require employees to work overtime, weekends, and/or night shift when a business need arises. This position is located at Vandenberg Space Force Base in California.

 

Responsibilities

  • Responsible for general construction operations. Oversees assigned construction scope to ensure safe work execution in accordance with Bechtel’s Environmental Safety and Health (ES&H) program and United States Army Corps of Engineers (USACE) EM-385 Safety Program.
  • Ensures that all Bechtel, State, and Federal safety codes, requirements, and standards are being complied within assigned area of responsibility.
  • Ensures the quality of work performed meets requirements. Reviews the project design to identify potential changes that will improve the constructability of the work.
  • Identifies construction critical items that have the potential of impacting the work schedule.
  • Leads efforts to develop Work/Execution Plans for high risk, unique, or first evolution activities to ensure safe and effective execution of field work.
  • Supports both the oversight of civil subcontract execution and associated close out and punchlist efforts. Identifies and manages construction-based risk items.
  • Coordinates electrical activities with other disciplines or areas, and clients' resident representatives as instructed by Site Manager.
  • Coordinates general site needs and civil subcontractor needs with the Site Manager and/or Project Field Engineer.
  • Ensures construction site cleanliness and housekeeping requirements are met.
  • Performs general administrative functions inherent in job-site supervisory positions.
  • Ability to work overtime and/or hours outside of the normal work periods.
  • Performs other duties as assigned by supervisor.

 

Qualifications and Skills

Basic Qualifications

  • Bachelor’s degree in Engineering from an accredited university and 9+ years of related professional experience, or in lieu of degree, 15+ years related experience.
  • Experience in excavation, backfill, and all phases of concrete construction.
  • Must be a US citizen.
  • This role requires a facility-specific clearance that requires U.S. Citizenship.
  • Possess active security clearance or the ability to obtain a security clearance.
  • Must be able to complete and pass a pre-employment drug screen and background check, including verification of employment and education.
  • Must be able to obtain a site security badge.
  • Must be physically able to conduct field inspections and participate in project walk-downs which may require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, using fall protection and other personal protective equipment (PPE), walking on elevated platforms, walking on uneven surfaces, and maneuvering around very small and/or confined spaces.

 

Minimum Qualifications

  • Knowledge and experience of construction projects performed within secure Federal Facilities (DoE/DoD).
  • Candidate shall be a self-starter, highly motivated, require little supervision, able to excel in a team environment, and have previous experience leading, mentoring, and managing Construction Teams.
  • Candidate should have a good working knowledge of current design codes and standards such as ACI, AISC, ASME, as well as ISO9000 requirements.
  • Good working knowledge of Labor Relations, Labor Agreements, Craft Jurisdiction, and Subcontract Management.
  • Computer literate in word processing, spreadsheet, and technical database applications.
  • Knowledge of environmental compliance standards required on Federal Projects sites.
  • Good organizational skills.
  • Prior working experience in EM-385 USACE Safety and Health Requirements Manual and Unified Facilities Guide Specifications.
  • Experience managing multiple subcontractors on government projects.
  • Experience on government projects using the 3 Phase of Control.

 

Preferred Qualifications

  • Previous experience on Bechtel NS&E Construction Projects.
  • Previous experience as an EVMS Control Account Manager or Earned Value Management System Work Package Manager.
  • Experience with International Building Code Special Inspection Requirements.
  • Experience on construction projects supporting federal defense systems.
  • Experience working at Vandenberg Space Force Base.
  • Experience working with the USACE.
