Project Overview:

Bechtel is the Engineering, Procurement, and Construction (EPC) partner on the Northrop Grumman team to deliver the Sentinel Program, which is modernizing the ground-based leg of the U.S. nuclear deterrent triad, including intercontinental ballistic missile (ICBM) systems and launch infrastructure. Bechtel’s scope of service in Sentinel’s current Engineering & Manufacturing Development phase focuses on the ground infrastructure component of the program.

Job Summary:

The Bechtel National Incorporated (BNI), Nuclear Security and Environmental (NS&E) Global Business Unit (GBU) is seeking a highly motivated and experienced Security Manager to develop, implement, and maintain comprehensive security oversight for our construction site activities at Vandenberg Space Force Base (VSFB).

The ideal candidate will be responsible for safeguarding our personnel, assets, and facilities against theft, vandalism, and other security risks, while ensuring compliance with all local, state, and federal regulations. Key to this position will be to ensure facilities and infrastructures are built to meet stringent physical security requirements as prescribe for DoD classified operations. This pivotal role requires strong leadership, customer/client interaction, analytical skills, and the ability to operate effectively under pressure.

The position will provide overall direction, coordination, and guidance for the security program for all BNI VSFB project sites. Direct the development and implementation of security criteria and programs and procedures; provides functional guidance and direction to assigned security personnel and contractors; and monitors security activities and the performance of security services. #LI-HB1

Major Responsibilities:

  • Directs the development, implementation, and maintenance of the VSFB security program to respond to security conditions and incidents, and minimize risk of personal, physical, or financial harm to customer property and Bechtel assets, employees, and sub-contractors.

  • Works with on-site construction foreman to develop, plan, organize and direct the security activities of on-site personnel and ensures their actions comply with legal and regulatory requirements as well as meet corporate and customer needs.

  • Informs management of major accomplishments, issues and concerns and is responsible for mandatory reporting to the customer U.S. government client.

  • Develops and maintains close relationships with key customers and US Air Force client security personnel to ensure that timely and accurate decisions can be made at field level. Supports continuous monitoring of threat-related intelligence and the timely development of threat assessments regarding travel safety, project and/or office work-site feasibility, incident management, and evacuation activities for Bechtel employees

  • Implements appropriate security awareness and training programs to enable employees, subcontractors, and suppliers secure at the VSFB worksites.

  • Coordinates with Corporate Security as required for the executive protective services program, including: providing personal security services for specified executives, families and facilities; developing policies applicable throughout Bechtel; and furnishing guidance and planning assistance to permanent offices, as well as determining need for, and managing procurement, installation and operational instruction of security equipment required at the residence, vacation homes or offices of company executives.

  • Directs, as required, the administration, operations, policy formulation and activities on project to ensure compliance with Department of Defense governmental agency security regulations.

  • Ensures implementation and maintenance of policies for the safeguarding of project internal security data, reports and case documentation; administer BNI VSFB security program to meet appropriate national security standards and regulatory requirements to protect client proprietary information.

Additional Responsibilities:

  • Supervises investigations of malicious acts against Bechtel personnel, property, or other interests.

  • Directs the development of security and contingency preparedness procedures, policies, plans and programs.

  • Develops, and provides specialized training for project personnel, suppliers and sub-contractors supporting construction activities at VSFB.

  • Supervises and evaluates the performance of assigned security personnel, and makes recommendations on personnel and salary administration to functional management.

  • Formulates specifications for contract security services, assists in evaluating contractor proposals, selects contract security forces, and supervises and evaluates performance of contract requirements.

  • Represents the Security Department pertaining to VSFB at meetings and consultations with client representatives, governmental security agencies and industry associates.

  • Supervises, audits and evaluates jobsite security program effectiveness, and conducts special government and/or corporate investigations or surveys.

Education and Experience Requirements:

  • Requires bachelor's degree (or international equivalent) and 10-13  years of relevant experience or 14-17 years of relevant work experience.

Required Knowledge and Skills:

  • Formal and specialized training in industrial security with some exposure to criminal justice, safety, industrial relations and extensive experience with Departments of Defense or Energy security, security within the U.S. military services, U.S. intelligence agencies security elements, or private sector national industrial security program (NISP) organizations.
  • Extensive knowledge of current physical security requirements and principles of Intelligence Community Directive (ICD) 705 for construction of Special Access Program Facilities. Must have demonstrated experience with accreditation processes and activities for accreditation of ICD 705 compliant facilities. Knowledge and application of US Air Force Instructions (AFI), Manuals (AFM) as applicable. Must be able to develop and implement Construction Security Plans (CSPs) and Site Security Plans (SSPs).
  • Significant prior experience in managing U.S. government security programs, with primary emphasis on domestic operations including program planning, budgeting and personnel administration.
  • Department of Defense (DOD) security clearance is required to start for access to government classified information.
  • Highly skilled in verbal and written communications with government officials, senior management, contractors, and client representatives.
