Project Overview:
Bechtel is the Engineering, Procurement, and Construction (EPC) partner on the Northrop Grumman team to deliver the Sentinel Program, which is modernizing the ground-based leg of the U.S. nuclear deterrent triad, including intercontinental ballistic missile (ICBM) systems and launch infrastructure. Bechtel’s scope of service in Sentinel’s current Engineering & Manufacturing Development phase focuses on the ground infrastructure component of the program.

Job Summary:
The Subcontract Technical Representative, Mechanical is assigned to the field construction organization, specifically focused on formation, implementation, management, and oversight of all service subcontracts. In this role, you will provide project field engineering specialization and expertise with work planning and packaging, material management, quantity verification and validation, safety and quality control, technical inspection and testing knowledge, and subcontract coordination. Your recommendations will ensure field engineering activities operate safely, are complete, and conform to quality standards and project requirements. #LI-CL1
Major Responsibilities:
- Perform walkdowns of work fronts, validate quantity installed for QURR (Quantity Unit Rate Reporting), attend QURR, and schedule meetings as requested.
- Able to work at heights and don fall protection equipment.
- Understand the application of Engineering Department Procedures, interfacing relevant Bechtel design guides and specifications with Codes and Standards.
- Perform Submittal Reviews, providing comments and Status Coding of Subcontractor Inspection Test Plans, Mechanical and Piping installation Procedures, Product Data Sheets, and Inspection Test Reports.
- Understand project schedules start/finish dates and milestones, coordinate with Project Controls and Subcontractor.
- Monitor work activities of Subcontractors and ensures the quality of work performed.
- Monitor subcontractor activities, assist with the coordination and instruction of subcontractor’s management staff within the area of responsibility.
- Understand Subcontractor oversite associated with Quality Control Plan, Safety Plan, Scheduling, Quantity Reporting, Invoice Review and Approval, issuing and approval of Change Documents and Non-Conformance Reporting.
- Has a broad knowledge of the Mechanical discipline.
- Prepare reports and organize essential tracking for the progress of submittals, change documents, and other reports associated with the progress of work.
- Understand the role interfacing with other project disciplines, including basic construction practices, means and methods.
- Understand industry or regulatory codes/standards and design criteria pertinent to mechanical and piping installations.
Education and Experience Requirements:
- Requires bachelor's degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experience.
Required Knowledge and Skills:
- Must be able to complete and pass a pre-employment drug screen, physical, and background check which includes verification of employment and education.
- Must be physically able to conduct field inspections and participate in project walk-downs which may require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, using fall protection and
- Knowledge and experience of DOE, DOD, and/or commercial nuclear construction projects is required.
- Candidate should be a self-starter, highly motivated, requiring little supervision, and able to work well in a team environment.
- Candidate should have a good working knowledge of current design codes and standards such as NFPA, ACI, AISC, ASME, as well as NQA-1 requirements.
- Knowledge of environmental compliance standards required on NNSA/DOE projects.
- Knowledge of Bechtel’s “Zero Accidents” safety program.
- Familiarity with nuclear quality and commercial practice standards is desired.
- Preferred experience as an STR, Field Engineer, or Superintendent in the Piping and/or Mechanical discipline.
- Preferred working knowledge of the Bechtel Standard Work Process Procedures (SWPPs) and the related Bechtel Standard Application Programs (BSAPs).
