Project Overview:

Bechtel is the Engineering, Procurement, and Construction (EPC) partner on the Northrop Grumman team to deliver the Sentinel Program, which is modernizing the ground-based leg of the U.S. nuclear deterrent triad, including intercontinental ballistic missile (ICBM) systems and launch infrastructure. Bechtel’s scope of service in Sentinel’s current Engineering & Manufacturing Development phase focuses on the ground infrastructure component of the program. A major contractor for the United States and allied governments, Bechtel has handled such efforts as chemical weapons demilitarization projects, missile-defense, infrastructure, base operations, procurement and project management, and restoration and recovery spanning half a century. We use our expertise to help our customers securely and effectively transform mission delivery.

Job Summary:

In this role, you will support material planning and/or  coordination for a medium project site. Planning will include implementation of the Material Management Plan. Coordination will include serving as a liaison between Project and Field Procurement and Construction for accurate reporting of materials, and timeliness to the correct location. Your efforts will ensure the site receives materials required for work package installation. Additional duties will include low volume micro purchase field buying and government property management.#LI-SF1

Major Responsibilities:

    • Implements the Material Management Plan and coordinates the specification, identification, and quantification of materials with Engineering and Construction during the execution activities in the field.
    • Collaborates with Engineering and Construction to ensure the material identification methodology permits accurate reporting of material status and distribution of materials according to the Project Advanced Work Packaging Program. 
    • Identifies, in coordination with Engineering, critical data required from suppliers that may affect the timely issuance of other design deliverables or are needed by Construction in advance  of material delivery need dates.
    • Assists in identifying out-of-sequence engineering deliverables or lengthy approval requirements that could impact the timely issuance of the key engineering deliverables that drive the materials work process.
    • Coordinate with suppliers, subcontractors to ensure on-time delivery and quality performance; i\Identifies and communicates any material constraints that develop throughout the Supply Chain that could impact the Project Advanced Work Packaging plans.
    • Monitors Engineering and Supply Chain deliverable schedules and ensures they will meet the construction schedule.
    • Logs receipt of materials into the Supply Chain application
    • Stores and maintains physical control of materials until items are released to Construction for installation. 
    • Coordinates material readiness and availability with Subcontractors and reports regular status updates to Project Management

    Additional Responsibilities

    • Performs field procurement activities to source, negotiate and procure materials, tools and equipment to support Construction field operations on an as-need basis.
    • Verifies that material requisitions clearly identify required pay items and reflect a level of detail in which materials will be shipped and identified for storage and control prior to distribution to Construction for installation.
    • Coordinates field receipt activities with Engineering and Construction personnel.
    • Serve as the field-level coordinator for all Government Property care, custody and control activities.
    • Maintain the property database and ensure inventory integrity for all material and equipment assets and assist performing physical inventory activities.

Education and Experience Requirements:

  • Requires bachelor's degree (or international equivalent) and 5-8 years of relevant experience or 9 -12 years of relevant work experience

Required Knowledge and Skills:

  • Advanced knowledge of laydown and warehouse operations and standard material handling processes. 
  • Knowledge of basic FAR-based procurement concepts and controls.
  • Advanced knowledge of Field Materials Management work processes and systems expertise.
  • Advanced knowledge of project Procurement operations related to the acquisition of materials on projects.
  • Advanced knowledge of Engineering disciplines, the work process and the deliverables produced.
  • Advanced knowledge of ERP Systems including drawing takeoff input, Material Allocation Planner, Expediting Tracking Application, input of requisitions, and goods and services codes.
  • Advanced knowledge of related Engineering, Project Controls, and Construction Standard Applications Programs (BSAP), and their modes of data interfacing within the ERP systems.
  • Advanced knowledge of work packaging, pre-buy methodology, and materials status reporting.
  • Advanced skills in working with and communicating effectively with supervisors of other project functional groups, primarily Field Engineering, Construction, and Project Controls.
