Project Overview

Louisiana LNG is located approximately 11 miles southwest of Lake Charles, Louisiana. The project includes a mid-scale, mixed-refrigerant Liquefied Natural Gas (LNG) production and export facility on the west side of the Calcasieu River. There are five identical process plants. Each process plant consists of one gas pre-treatment unit, one condensate stabilization unit, and four Chart heavy hydrocarbon (HHC) removal and liquefaction groups. The facility will include associated utilities, refrigerant storage, three 235,000m3 full-containment LNG storage tanks, and three marine berths. 

Job Summary:

In this role, you will provide project quality engineering expertise across engineering, supply chain and construction, including client interface, supplier oversight, quality planning, metrics, audits and surveillance. Your recommendations will provide assurance that quality processes are effectively implemented, risks are proactively managed, and project execution complies with applicable standards, specifications, and contractual requirements.

Major Responsibilities:

  • Support the implementation of the Project Quality Plan (PQP) and communicate with project personnel across engineering, procurement, construction, administrative services, testing, commissioning & startup to ensure project quality commitments and objectives are achieved.
  • Review project schedules for quality-related activities to ensure timely implementation of PQP requirements
  • Plan, execute, and manage internal and external quality audits and surveillances, including closure of findings and supplier/subcontractor responses
  • Incorporate applicable quality assurance program requirements for suppliers and subcontractors into requisitions
  • Manage supplier/subcontractor quality including prequalification, bid evaluation, QMS assessment, and review/approval of quality documentation (PQPs, ITPs, QMS manuals, procedures, test reports as applicable)
  • Support construction quality activities including review of specifications, method statements, ITPs, and field quality deliverables to ensure compliance with contract and project requirements
  • Act as a key interface with client representatives on quality matters, supporting issue resolution, audits, and technical discussions
  • Identify quality issues and manage corrective actions through the CLCA process, including investigation, implementation, and closure using systems such as DevonWay (Ideagen)
  • Lead and facilitate Project Root Cause Analysis (RCA) to identify, document, implement, and verify corrective measures to prevent recurrence
  • Support the implementation of Best Practices and Lessons Learned, including collection, evaluation, approval, and upload to DevonWay (Ideagen)
  • Develop and implement project-specific quality assurance metrics as needed
  • Lead QMS awareness sessions and provide training/coaching to project and quality personnel
  • Report progress to the Project Quality Manager, including inputs to weekly and monthly project reports

Education and Experience Requirements:

  • Requires a bachelor’s degree (or international equivalent) in engineering or scientific discipline, or specialized courses in engineering, quality along with 12–14 years of practical work experience in engineering, procurement, construction, testing, and commissioning & startup.

Required Knowledge and Skills:

  • Demonstrated experience in EPC (preferably LNG) project environments, including design controls, verification and validation, process controls, supply chain, construction, startup activities, and risk management
  • Technical knowledge in the application of engineering, procurement, construction & testing sufficient to comprehend specified engineering, procurement, construction, testing, commissioning & startup, and regulatory requirements in project execution. 
  • Familiarity with applicable industry codes and standards (e.g., ASME, API, and international standards) is preferred
  • Knowledge of the application of corrective actions to reconcile nonconforming conditions.  
  • Knowledge of regulatory requirements and functions which impact quality in project execution.  
  • Proficiency in oral and written communications & in the use of applicable computer programs. 
  • ISO 9001:2015 Certified Lead Auditor (IRCA accredited training course) (required).
  • Applicable certification in Quality, e.g., Six Sigma (Green/Black Belt), Lean skills, Certified Quality Manager (CQM) (advantage)
  • Strong analytical capability with the ability to develop and interpret quality metrics, identify trends, and drive continuous improvement initiatives.
