Project Overview:

Bechtel is seeking to work with a major Indian corporation to provide Project Management Consultant (PMC) Services and Engineering Procurement and Construction Management (EPCM) Services for offsites and utilities (OSBL) for a multi-billion-dollar upgrade / expansion of their existing petrochemical facilities in India. The PMC Services will be led out of India with personnel deployed in Mumbai region, the project sites in India, as well as several key contractor locations across India. The EPCM Services for OSBL will be led out of Bechtel’s India offices.

 

Position Summary:

Located in Mumbai, providing project supplier quality supervision to a project including participation in project & or shop quality surveillance in accordance with Bechtel Supplier Quality & Expediting Inc. (BSQE), Global Business Unit (GBU) and project procedures. This is a full time position.

 

Job Dimensions:

    • Receives operational direction and project guidance for Supplier Quality activities from the Project Procurement Manager
    • Receives functional guidance from the Regional Supplier Quality Manager.
  • Supervision Exercised
    • Provide project-related direction and guidance to Project Supplier Quality Representatives and Area Supplier Quality Specialists.
  • Contacts
    • Corresponds administratively with Project Procurement Manager, Functional Manager, the global business unit, BSQE, project Supplier Quality team, project engineering, procurement, quality assurance and construction personnel, and Area Supplier Quality Specialists.
    • Maintains contact with suppliers and with customers 

 

Responsibilities:

  • Plan, prepare and administer Quality Surveillance Assignments (QSAs) for source surveillance, surveys and audits as required for project
  • Coordinate with SQ Regional Managers and Supervisors for the allocation of resources for intended QSA's
  • Reviews material requisitions including technical specifications with respect to quality requirements.
  • Assists in the development of the final bid list and the selection of  bidder
  • Participates in pre-award and post-award meetings/conferences with suppliers.
  • Investigate quality issues reported to the GBU Supplier Quality Manager on equipment/materials where quality surveillance has been performed. Available documents such as UOS&Ds, Field Change
  • Notices, back charge notices, NCR & Deviation Report registers, etc. should be utilized during the investigation process
  • Regularly check anomaly code information and assignment information which has been siphoned from Quality Surveillance Reports into SAM is accurate and make any necessary corrections
  • Participate in bidder pre-award and post-award activities and utilize SAM metric reports in bidder pre-award and post-award meetings and provide to SQR's to discuss known issues with suppliers during initial visits
  • Coordinate review, obtain and resolve Project Quality Assurance and Engineering comments on quality surveillance plans when required by Project Procedures and Engineering Department Procedure Instructions (EDPI's)
  • Facilitates communication between on and off project personnel across disciplines; provides project direction to assigned Supplier Quality Specialists and coordinates communication between Supplier Quality Specialists and project personnel to assist in resolving technical and quality issues arising from area/shop Supplier Quality activities. Represents Supplier Quality in project meetings, project reviews, and in the resolution of issues relating to supplier quality.

 

Job Knowledge:

  • Experience with major commodities typically procured for Mining & Metals, Energy & Infrastructure projects, recognized codes and standards and manufacturing methods

 

Qualificatoins and Skills:

  • Basic Qualifications:
    • Minimum 12 years of relevant construction project & industry experience in supplier quality, expediting, inspection, audits and testing activities with prior supervisor experience.
  • Work Experience:
    • Minimum 15+ Years of Relevant Work Experience
    • Prior experience as PSQS/PSQR on Pre-FEED / FEED / EPC projects for M&M, Energy GBU's, recognized codes and standards, manufacturing methods.
