Project Overview:

TROJENA (The Mountains of NEOM) will be an iconic, world-class destination, blending natural and developed landscapes and will offer unique experiences for residents and visitors alike. Located in the northwest of Saudi Arabia in the region of Tabuk just 50km from the coast, TROJENA will be a destination like no other on earth. Based upon the principles of eco-tourism facilities will include a folded vertical village, a lake with water sports and event facilities, high altitude ski village, observatory, world leading health and wellbeing facilities and a nature reserve which will be home to unique wildlife, heritage sites and exploration opportunities.

With over 3,600 hotel, 2,200 homes, 9 iconic buildings and 100 world class indoor and outdoor experiences Trojena will become the ultimate mountain destination. Bechtel will provide a full range of project management services to support the delivery of this iconic destination.

Job Summary:

The project controls supervisor oversees cost estimating, analysis, and control activities for one or more delivery teams. Supervises schedule development, maintenance, monitoring, impact identification, and recovery plan development activities. Supervises the preparation and presentation of estimates. Supports project organizational and administrative activities. Identifies, examines, and provides innovative solutions to cost engineering and planning/scheduling problems. Provides generally non-routine cost engineering/planning and scheduling guidance to projects. 

Reports to and receives technical guidance and operational supervision from designated supervisory personnel. Provides technical and operational direction to assigned personnel. Ensures work is completed as scheduled. Maintains relationships with the Project Manager and project personnel, particularly individual discipline group leaders and engineers. Continuing contacts with Project Manager, project team members, and working and supervisory level personnel of other departments.

 

  • Provides and/or coordinates generally non-routine cost engineering/planning and scheduling needs to projects
  • Obtains required schedule information by all disciplines/functions
  • Coordinates with all departments to ensure understanding of total project schedule needs
  • Responsible for total integration of schedule activities. Identifies schedule considerations and problems resulting from inter-discipline or functional restraints and interfaces
  • Monitors & reports critical path & schedule performance of the total project
  • Conducts project schedule analysis and studies of problem areas to determine criticality of schedule activities
  • Provides structured leadership and guidance for the overall execution of PERM activities
    •Provides project leaders and relevant stakeholders with risk awareness support and guidance as necessary
    •Provides oversight, training, mentoring, and ensures capability of Project Risk Coordinator(s) and Project Risk Specialist(s) in conducting PERM activities towards the attainment of project objectives

Major Responsibilities:

  • Monitors cost recording and reporting practices for compliance with applicable standards
  • Responsible for the development and accuracy of cost reports. Verifies consistency with previous reports to ensure compatibility and consistency
  • Independently carry out and deliver PERM activities
  • Manages PERM performance requirements, metrics, and reporting standards including suggestions related to risk breakdown structures, risk libraries, & risk identification tools & frameworks in support of project needs
  • Provides oversight, training, mentoring, and ensure accountability of Project Risk Coordinator(s) towards attainment of project PERM objectives
  • Facilitates and conducts project risk reviews and carries out risk quantification activities as required
  • Leads risk workshops, interviews and information gathering as it relates to risk identification, review, and update
  • Responsible for the establishment and continued improvement of project functional stakeholder relationships towards effective PERM execution and Customer interface with PERM activities including training as necessary
  • Delivers training sessions and facilitates workshops
  • Manages cost estimating, analysis, and control activities
  • Supervises the preparation and presentation of estimates
  • Reviews or assists in reviewing proposal provisions related to schedule/cost engineering and material control and develops supporting data for contract negotiations
  • Supports project/program organizational and administrative activities
  • Identifies & recommends innovative solutions to cost engineering and planning/scheduling problems
  • Provides generally non-routine cost engineering/planning and scheduling guidance to projects

Education and Experience Requirements:

  • Bachelor’s degree in Engineering, Construction Management, or related field.
  • Minimum 20-25 years professional experience in project controls with emphasis on cost and project estimating. 

Required Knowledge and Skills:

  • Experience in performing, monitoring, and reviewing planning and scheduling functions, including schedule development, control, and analysis, and cost engineering functions, including cost estimating, cost control, financial reporting systems, and cost analysis, in the field and the home office.
  • Knowledge of supervision, personnel administration, and training of technical and nontechnical personnel.
  • Demonstrated ability to plan, organize, direct, perform, review, and present cost engineering and cost estimating products. This includes planning and scheduling products independently with minimal supervision using a high level of professional judgment and knowledge related to technical planning and scheduling skills and engineering design and construction practices.
  • Skilled in oral and written communication.
  • Demonstrates an advanced level of understanding of general Project Controls technical skills.
  • Advanced level of knowledge of engineering, procurement, contracts, construction, and startup work processes, as performed by Bechtel.
  • Knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience.
  • Coordinates information input into specific studies
  • Responsible for integration of activities and total work scope identification
  • Evaluates study results and recommends conclusions for project team consideration and discussion
  • Creates and implements measurement systems for established processes, analyzes performance metric results, and identifies improvements
  • Uses tools to analyze metrics and measurement systems to identify bias, repeatability, and stability issues
  • Supports development of Project Controls standards and procedures
  • Supervises and supports the compilation of historical data
