Project Overview:

TROJENA (The Mountains of NEOM) will be an iconic, world-class destination, blending natural and developed landscapes and will offer unique experiences for residents and visitors alike. Located in the northwest of Saudi Arabia in the region of Tabuk just 50km from the coast, TROJENA will be a destination like no other on earth. Based upon the principles of eco-tourism facilities will include a folded vertical village, a lake with water sports and event facilities, high altitude ski village, observatory, world leading health and wellbeing facilities and a nature reserve which will be home to unique wildlife, heritage sites and exploration opportunities. With over 3,600 hotel, 2,200 homes, 9 iconic buildings and 100 world class indoor and outdoor experiences Trojena will become the ultimate mountain destination. Bechtel will provide a full range of project management services to assist the delivery of this iconic destination. 

Job Summary:

The Sr. Environmental Specialist will support implementation and consideration of all environmental activities within the Trojena cluster/construction program, becoming an integral part of the NEOM IPMT. This role will ensure that every phase, from design and permitting to construction and handover, adheres to NEOM’s Environmental Requirements and Procedures, as well as relevant national regulations and best international practices. The     Sr.  Environmental Specialist will   identify  and  mitigate environmental  risks,   drive continuous improvement, and support the IPMT in achieving the highest Environment standards for the Trojena project by ensuring compliance with permits and  Environmental Accords, overseeing monitoring programs,

reviewing all necessary contractors documentation and conducting supervision missions (audits, inspections, etc.).

Major Responsibilities:

  • Plan supervision interventions (audits, inspections, surveillance, visits, etc.) for each project/activity proportionate to the associated risks.
  • Lead regular environment audits, inspections, workshops and meetings as required and verify close out of observations and actions identified.
  • Provide support, direction, guidance, and  technical assistance to   Contractors in  relation to implementation of Environmental Management.
  • Ensure the implementation of 20-step Environment Governance requirements by the Contractor, subcontractors, suppliers, and vendors working under their supervision,
  • Review of Contractor's Environment plans, procedures, MOC and all other deliverables defined in Employer and Contractual documents.
  • Oversee contractor construction Method Statements for environmental aspects/impacts verify that mitigation measures (dust control, erosion prevention, noise barriers, spill kits) are in place.
  • Coordinate and participate in Contractor’s drills (spill response, fire, flood) in accordance with NEOM procedures; review after-action reports for continuous improvement.
  • Check all the construction activities meets the environmental standards required by NEOM guidelines, policies, and guidelines on natural resources management and protection.
  • Conduct periodic verification audit of contractors’ Environment Compliance requirements for the activities being conducted (e.g. environmental audits, legal obligations/Env. Accord etc.)
  • Participate in and support any investigation on near misses and incidents and at the request of the Employer.
  • Lead lessons-learned workshops post-audit, incident, or major milestone to capture best practices and update environmental procedures.

Education and Experience Requirements:

  • Minimum 10 years of experience across terrestrial, arid or mountainous environment in large infrastructure projects.
  • Experience with Supervision, auditing and inspection of construction activities.
  • Expertise in designing and overseeing environmental monitoring programs (air, noise, water, waste, biodiversity) and interpreting the results to inform mitigation.
  • Experience in the GCC is preferred and preferably experience in KSA.

Required Knowledge and Skills:

  • Provide technical input and specialized advisory to other teams.
  • Ability to communicate complex Environment concepts to non-technical stakeholders.
  • Ability to plan and conduct field inspections and site visits when required.
  • Strong attention to detail and ability to manage multiple projects simultaneously.
  • Experience with GIS and mapping is preferable.
  • Proficient fluency in English is essential, Arabic is a plus.
  • Strong communication and reporting skills are essential.
