Project Overview:
TROJENA (The Mountains of NEOM) will be an iconic, world-class destination, blending natural and developed landscapes and will offer unique experiences for residents and visitors alike. Located in the northwest of Saudi Arabia in the region of Tabuk just 50km from the coast, TROJENA will be a destination like no other on earth. Based upon the principles of eco-tourism facilities will include a folded vertical village, a lake with water sports and event facilities, high altitude ski village, observatory, world leading health and wellbeing facilities and a nature reserve which will be home to unique wildlife, heritage sites and exploration opportunities.
With over 3,600 hotel, 2,200 homes, 9 iconic buildings and 100 world class indoor and outdoor experiences Trojena will become the ultimate mountain destination. Bechtel will provide a full range of project management services to assist the delivery of this iconic destination.
Job Summary:
The Senior Document Controller plays a critical role in ensuring the efficient, secure, and compliant management of project documentation throughout its lifecycle. Operating within a high-volume, fast-paced environment, the role is responsible for overseeing document workflows, implementing governance procedures, improving data accuracy, and supporting digital transformation initiatives in document and records management.
This role requires deep technical proficiency in Aconex, advanced reporting capabilities, and proven leadership in managing cross-functional document processes in large infrastructure projects. The Senior Document Controller will also contribute to data analytics initiatives that enhance operational visibility and performance monitoring.
Major Responsibilities:
- Serve as a subject matter expert in Aconex, overseeing document registration, metadata validation, transmittals, workflows, and archival processes.
- Develop, maintain, and enforce project-specific procedures, work instructions, and document numbering protocols aligned with NEOM governance requirements.
- Support integration and alignment between Aconex and complementary platforms (e.g., Power BI, SharePoint) for reporting and analytics.
- Perform and document quality control checks, proactively identifying discrepancies and training users on best practices for data entry and process adherence.
- Lead or support data migration, synchronization, and post-migration validation efforts during system transitions or upgrades.
- Prepare and deliver metrics and dashboards through Power BI, providing insight into document workflow efficiency, review cycle duration, and compliance trends.
- Liaise with engineering, procurement, and construction teams to resolve documentation issues, ensure timely review cycles, and address document control escalations.
- Facilitate record retention, turnover, and closeout activities, ensuring contractual and regulatory compliance.
- Develop and maintain comprehensive document distribution matrices.
- Co-ordinate with multiple stakeholders to obtain input into the distribution matrices.
- Create, analyze and streamline lean documentation information workflow.
Education and Experience Requirements:
- Bachelor’s degree (or international equivalent) in Engineering, Information Management, or a related field.
- 10+ years of relevant document control experience in engineering/construction projects; AEC industry experience required.
- Prior experience with NEOM, PMC/EPC contracts, or mega-program delivery is highly desirable.
Required Knowledge and Skills:
- Advanced knowledge of Electronic Content Management Systems (ECMS), particularly Aconex, and experience with large-scale infrastructure project documentation.
- Familiarity with document lifecycle management, metadata governance, version control, and workflow design.
- Experience developing interactive dashboards and data reports using tools like Power BI or equivalent.
- Strong analytical and problem-solving skills; able to diagnose system/user issues and propose effective resolutions.
- Excellent understanding of records retention policies, data integrity standards, and security classification principles.
- Confident in interfacing with senior stakeholders, consultants, contractors, and external regulatory bodies.
