Project Overview:
TROJENA (The Mountains of NEOM) will be an iconic, world-class destination, blending natural and developed landscapes and will offer unique experiences for residents and visitors alike. Located in the northwest of Saudi Arabia in the region of Tabuk just 50km from the coast, TROJENA will be a destination like no other on earth. Based upon the principles of eco-tourism facilities will include a folded vertical village, a lake with water sports and event facilities, high altitude ski village, observatory, world leading health and wellbeing facilities and a nature reserve which will be home to unique wildlife, heritage sites and exploration opportunities.
With over 3,600 hotel, 2,200 homes, 9 iconic buildings and 100 world class indoor and outdoor experiences Trojena will become the ultimate mountain destination. Bechtel will provide a full range of project management services to support the delivery of this iconic destination.

Job Summary:
The Senior Construction Engineer will be assigned to the Bechtel PMC organization and will manage all aspects related to Field Engineering. This role requires comprehensive knowledge of construction engineering practices.
The candidate will implement ES&H and Construction Quality programs according to defined plans, procedures, and NEOM standards, while maintaining effective relationships when interfacing with stakeholders.
The position requires demonstrated knowledge of construction, engineering, and management skills, as well as other project-related activities, including their interfaces and interdependencies. The candidate will implement various management processes and monitor project progress efficiently, timely, and cost-effectively. The ideal candidate must have strong organizational and teamwork skills, proven problem-solving abilities, a proactive attitude, and the drive to deliver results.
Major Responsibilities:
- Ensure compliance with Bechtel’s Zero Accident Philosophy by monitoring contractor adherence to project ES&H (Environment, Safety & Health) plans.
- Support and oversee the implementation of construction methodology strategies on site.
- Maintain continuous workplace monitoring and ensure full compliance with applicable Construction Methods standards, rules, and regulations to uphold project governance. Communicate high construction standards to all contractors.
- Review method statements submitted by contractors and subcontractors for civil works, steel structures, façades, and temporary works across all clusters.
- Evaluate temporary works shop drawings and design notes, especially for complex heavy or inclined structures in Trojena, ensuring approval by a qualified outsourced engineering team.
- Assess lifting plans for the installation and dismantling of shoring, scaffolding, formwork, and heavy equipment.
- Review erection and dismantling methods for tower cranes deployed in Trojena.
- Evaluate detailed drawings and design notes for:
- Shoring systems for beams and slabs
- Back propping
- Wall and column formwork
- Façade scaffolding
- Collaborate with the HSE team to manage and control all associated risk assessments.
- Coordinate with cluster construction project teams and Project Directors (PDs).
- Oversee and control all temporary works shop drawings, including those related to formwork, shoring, and scaffolding.
- Support team development through regular annual performance reviews. Mentor Saudi nationals in the team to build expertise in field construction methods.
- Work collaboratively with the Client Construction Methods Director to develop and maintain a high-performance team.
- Ensure that contractor site installations are safely and effectively designed to accommodate logistics requirements—including traffic flow, laydown areas, pedestrian paths, equipment routes, temporary roads, offices, welfare facilities, and warehouses—in coordination with the logistics team.
Education and Experience Requirements:
Requires a bachelor's degree (or international equivalent) and 15 years of relevant experience.
Required Knowledge and Skills:
- Recognized bachelor's or master's degree in Civil/Structural Engineering or any Engineering discipline.
- Minimum 15 years of professional experience.
- Proven track record in large-scale construction projects with supervisory/managerial roles such as Project Field Engineer, Lead Discipline Field Engineer, Field Engineer.
- Experience in mountainous terrain construction and region-connecting projects (roads, rails, utilities, infrastructure).
- Expertise in managing design, procurement, build, and maintenance contracts for large-scale projects.
- Thorough knowledge of international standards, codes, safety procedures, and practices.
- Familiarity with ES&H and quality management systems; contract resolution and administration.
- Preferred experience in KSA/Middle East/GCC.
- Strong communication, interpersonal skills, time management, decision-making, and attention to detail.
- Self-motivated, able to work independently, provide technical leadership, and maintain a positive work environment with all stakeholders.
