Job Summary:
In support of the Commercial Director and the Claims Director, performs within a multidisciplinary team of claims professionals conducting all activities associated with construction claims and dispute resolution. Significant proactive engagement required with the project management team, other departments, customers, and stakeholders to enable successful alignment on construction claims and associated disputes, processes, procedures, and the critical activities for project success. Also, performs other duties as assigned.
We are seeking candidates with broad experience in infrastructure project management consultancy claims with specific experience in resorts, buildings, earthworks, and other civil works. The ideal candidate is extremely adept at teamwork in managing the claims functions for major programs from inception through completion. Major scope elements include active participation in maintaining the construction claims strategy and procedures, and as required related support to contract administration activities as a senior member of the Commercial Team cognizant that agreements and orders under this project are NEOM executed, and PMC administered.
Maintains significant proactive engagement with program management, customer, and internal and external stakeholders to enable successful alignment on systems, processes, procedures, and critical program activities in support of claims/commercial management.

Major Responsibilities:
Operates as a senior manager within a multi-discipline claims department for the Project Management Consultancy (PMC) areas of responsibilities across Trojena, which currently spans six (6) clusters.
Claims Administration:
- Leads a multi-discipline claims department for Project Management Consultancy (PMC) across six clusters in Trojena.
- Reviews, implements, authors, and suggests revisions to NEOM and PMC claims procedures, processes, and contract terms.
- Prepares claim analyses, evaluations, strategy, and position papers; articulates contractor positions versus contract terms and recommends NEOM’s stance.
- Implements and manages commercial policies and procedures, including counterclaim correspondence tracking and retention.
- Identifies and manages commercial risk to NEOM.
- Directs and manages direct reports to support project claims teams, optimizing project returns.
- Evaluates contractual and legal entitlements.
- Identifies, collects, and assesses relevant facts and records; collates information and provides analysis based on facts, records, and contract requirements.
- Prepares, briefs, and advises on strategies for claim resolution, defenses, and counterclaims.
- Produces reports, presentations, and recommendations related to administration, claims, and disputes.
- Interfaces with delay analysis processes for planning and time elements of claims.
- Advises on and performs program analyses, including quantum evaluation.
- Provides substantiation and advice related to claims.
- Produces concise, well-written reports and letters with minimal revisions.
- Supports the Claims Director in establishing the commercial perspective for customer decision-making regarding disputes or litigation.
- Assesses contractor claims and provides independent conclusions and recommendations for claims and disputes management, ensuring robust contractual and commercial input.
- Collaborates with the Commercial Director, Claims Director, Area Senior Contracts Managers, Contracts Managers, Contracts Administrators, and the Customer’s Commercial Team to ensure exposures are correctly diagnosed, reported, and mitigated.
Contract Administration:
- Reviews, implements, authors, and suggests revisions to NEOM and program administration procedures and processes.
- Reviews and suggests revisions to contract terms to identify and monitor risks, ambiguities, conflicts, or deviations from requirements.
- Develops, reviews, implements, and manages mechanisms to monitor compliance with variations and claims contract terms.
- Manages identification, administration, and resolution of contract claims as they develop, including engagement with Bechtel Corporate Legal as necessary.
Education and Experience Requirements:
- Degree in Business, Quantity Surveying, Law or Engineering or other related degree.
- Experience and completion of courses in pricing, contract law, contract drafting, contract administration and negotiation of change orders, effective correspondence, planning and scheduling.
- Demonstrated leadership and teamwork capabilities suitable for managing and interacting with a workforce of many nationalities and backgrounds.
- Extensive skill in working and communicating effectively, both orally and in writing, with other project functional groups, Customers and Stakeholders.
- Thorough knowledge of contract language, claim processes and legal requirements of construction contracts across a variety of contract types. Ability to review major complex bespoke contracts in the building and civil engineering sectors to identify and communicate risks and mitigation strategies.
Required Knowledge and Skills:
- Bachelor's or master's degree (or international equivalent) and 15+ years of relevant experience or 19+ years of relevant work experience
- Prior experience in construction focused commercial management of infrastructure mega-projects, especially looking for an individual that has major buildings and/or resorts experience in claims.
- Experience in the Middle East and especially Saudi Arabia.
