Project Overview:

TROJENA (The Mountains of NEOM) will be an iconic, world-class destination, blending natural and developed landscapes and will offer unique experiences for residents and visitors alike. Located in the northwest of Saudi Arabia in the region of Tabuk just 50km from the coast, TROJENA will be a destination like no other on earth. Based upon the principles of eco-tourism facilities will include a folded vertical village, a lake with water sports and event facilities, high altitude ski village, observatory, world leading health and wellbeing facilities and a nature reserve which will be home to unique wildlife, heritage sites and exploration opportunities.

With over 3,600 hotel, 2,200 homes, 9 iconic buildings and 100 world class indoor and outdoor experiences Trojena will become the ultimate mountain destination. Bechtel will provide a full range of project management services to assist the delivery of this iconic destination.

Job Summary:

Working as part of a multi-disciplinary team in the Engineering Department, a Lead Civil Engineer is required to combine their technical experience and knowledge associated with the development of the NEOM Mountain region which consists of Recreational assets comprising of site wide infrastructure, Ski Slopes, Hiking and nature trails; Real Estate comprising of Hotels, Ultra Luxury mansions, Villages, lifestyle and resorts; and Major structures consisting of Vault, lake Tunnel and bow. He/she will be responsible for the management of infrastructure design including design of roads, storm drainage and other utilities by the client’s design consultants. A key part of this role is the collaboration with the design consultant and the client.

The Lead Civil Engineer will: assist the Engineering Manager in managing and delivering the Civil design in accordance with the Programme and the requirements of the client; coordinate and monitor the development of the design consultant’s planned activities and provide progress reports to Engineering Management, highlighting performance to plan; plan and organize the review of the design consultant’s deliverables, interfacing with subject matter experts and design review teams.; provide quality assessment reports to Project Management; assist the Contracts Department and Construction teams in pre-construction and post contract award activities.

Major Responsibilities:

  • Management of design activities and coordination of workloads for Road design, storm drainage and utilities.
  • Plan, coordinate, manage and monitor the review of Road design and utilities deliverables produced by the client’s design consultant, including reports, providing feedback to the Design Project Manager regarding progress, key issues and risk.
  • Coordinate and manage review of design consultant’s hazard and risk logs.
  • Coordinate response to comments raised on deliverables by subject matter experts, design review team, Independent Checking Engineer & Independent Safety Assessors.
  • Ensure buildability of proposed Road design, utilities and material suitability.
  • Coordinate engineering efforts in assigned areas between specialty and engineering groups or disciplines, with the client, suppliers, and contractors.
  • Coordinate and visit jobsite as required, to resolve problems, interpret drawings and documents and provide technical support during the construction phase.
  • Coordinate with other disciplines, consultants, and attend project meetings
  • Coordinate with Contracts Department and Construction teams for supporting pre-construction procurement process and checking and assembly of design documentation for issue as design-build or design-bid-build tender packages
  • Review contractor’s construction drawings, respond to technical queries and technical submittals to ensure compliance with design intent.
  • Review Road design and engineering studies prepared by local and international engineering firms
  • Participate in site visits and investigations led by designers.
  • Take an active role in Road and utility design reviews, interdisciplinary design reviews providing comments.
  • Take an active role in the client’s Stage Review and Approval Procedure.
  • Perform work involving conventional Road and utility design practice including complex features such as resolving conflicting design requirements, unsuitability of conventional materials and/or difficult coordination requirements.
  • Provide guidance for assured design quality and compliance with the client’s requirements, design guidelines, statutory requirements, local and international codes, standards and norms, and international standards of independent firms carrying out detailed design.

Education and Experience Requirements:

  • Requires a civil engineering degree (or international equivalent) and 10-13 years of relevant roads and utilities experience or 14-17 years of relevant work experience

Required Knowledge and Skills:

 

  • Experience in civil engineering design management
  • Experience in managing design/installation of Infrastructure facilities/assets Road work.
  • Experience in design-build and design-bid-build procurement with contractors and consultants
  • Knowledge of Highway design (alignments, geometry, cross section, guide rail, traffic control etc.)
  • Knowledge of Grade separated junctions, Signalized junctions, Road restraint systems, Traffic signs, road markings.
  • Knowledge of AASHTO Standard
  • Knowledge of relevant discipline codes and standards
  • Thorough knowledge of discipline engineering techniques, design of engineered systems and design calculations.
  • Knowledge of current engineering and design computer applications including CAD (AutoCAD), MS Word and Excel for managing design reviews
  • Understanding roles played by other departments including basic construction practices and economics
  • Proven track record of coordinating and delivering large scale projects.
  • Professional license from recognized licensing or registration board.
  • Excellent interpersonal, analytical and communication skills (oral and written).
