Project Overview:

TROJENA (The Mountains of NEOM) will be an iconic, world-class destination, blending natural and developed landscapes and will offer unique experiences for residents and visitors alike. Located in the northwest of Saudi Arabia in the region of Tabuk just 50km from the coast, TROJENA will be a destination like no other on earth. Based upon the principles of eco-tourism facilities will include a folded vertical village, a lake with water sports and event facilities, high altitude ski village, observatory, world leading health and wellbeing facilities and a nature reserve which will be home to unique wildlife, heritage sites and exploration opportunities. Job Summary:

Working in a multi-disciplinary team, an Engineering Manager is required to combine their leadership skill, technical experience, and knowledge for the management of design associated with development of site wide infrastructure including roads for the NEOM Mountain region.

This role supports the Cluster Director in managing and delivering the design of the Project Infrastructure in accordance with the Programme and NEOM requirements.

A key part of this role is design coordination and integration with multiple designers and NEOM, ensuring design delivery. Coordinate and monitor the development of the Contractors planned activities and provide progress reports to the Cluster Director and Engineering Director, highlighting performance to plan.

Working with the Directors, the Engineering Manager shall establish regular meetings with the Contractors and other NEOM external stakeholder as required for managing, coordinating, and assuring the design. Plan and organize the review of Contractors’ deliverables, interfacing with subject matter experts and design review teams.
 

Major Responsibilities:

  • Establish/manage the overall engineering schedule, design quality, client satisfaction and contribute leadership, experience, and expertise in the solution of difficult problems.
  • Direct and provide technical and administrative guidance to assigned Project and/or discipline Engineers in the management of engineering work related to Project Infrastructure.
  • Coordinate and manage the review of deliverables produced by the Contractor, including schedules, reports, hazard and risk logs.
  • Prepare conceptual studies, designs, reports, proposals, value engineering studies or alternate technical concepts in accordance with Engineering Procedures and contribute to the design od site wide infrastructure facilities.
  • Prepare essential contractual documents such as Scope of Work, Request for Proposal (RFP) and identify and implement sustainability requirement.
  • Review major changes or deviations in project scope, and schedule, and assist particularly with defining the change, obtaining accurate estimates of the hours involved, and recommending budget adjustment.
  • Coordinate and visit jobsite as required to resolve problems by interpreting drawings and documents.
  • Chair weekly Engineering progress meetings and other technical meetings as required.
  • Participate in engineering reviews including stage gate reviews, interdisciplinary design reviews and comments (IDR/IDC) as required by NEOM procedures.
  • Lead presentations to the Client team on all technical aspects for the work area package.
  • Provide guidance and ensure engineering quality design and compliance with NEOM requirements, local design guidelines, local codes, international codes, and standards for independent engineering firms that are carrying out the detailed engineering design.

Education and Experience Requirements:

  • Civil Engineering Degree or equivalent from an accredited university with 20+ years of relevant experience in design management with in-depth knowledge of roads design management.
  • Experience in managing the design/installation/operation/maintenance of Civil work for project Infrastructure.
  • Experience in both design-build and design-bid-build forms of procurement with contractors and consultants.
  • Relevant experience in the MENA region and a sound understanding of the cultural norms and requirements of the region.
     

Required Knowledge and Skills:

  • Thorough knowledge of discipline engineering techniques, the design of engineered systems and design calculations including Codes and Standards.
  • Knowledge of current computer applications for engineering and design including appropriate knowledge of CAD (both 2-D and 3-D), MS Word, Excel and Adobe Design Suite software programs for managing design reviews.
  • A professional license from a recognized licensing or registration board is preferred.
  • Must be self-driven and able to plan and execute work without direct supervision from senior management and/or peers. 
  • Must have excellent interpersonal skills, be a team player and have a knowledge sharing approach. 
  • Ability to solve problems by thinking laterally and be able to understand the needs and requirements of the client and other entities – in order to provide planning / design / feasibility solutions in a multi -disciplinary / multi - sectional context. 
  • Strong English language communication and report writing skills.
