Project Overview:
TROJENA (The Mountains of NEOM) will be an iconic, world-class destination, blending natural and developed landscapes and will offer unique experiences for residents and visitors alike. Located in the northwest of Saudi Arabia in the region of Tabuk just 50km from the coast, TROJENA will be a destination like no other on earth. Based upon the principles of eco-tourism facilities will include a folded vertical village, a lake with water sports and event facilities, high altitude ski village, observatory, world leading health and wellbeing facilities and a nature reserve which will be home to unique wildlife, heritage sites and exploration opportunities. With over 3,600 hotel rooms, 2,200 homes, 9 iconic buildings and 100 world class indoor and outdoor experiences Trojena will become the ultimate mountain destination. Job Summary:
Supervises and performs all activities associated with formation, tendering, award and administration of complex contracts packages for the TROJENA Program. Activities may include delivery of critical items required from initial project set-up, through defining and developing a team, establishing coordinated procedures and controls, and management of team(s) with accountability for work product to project milestones, quality and safety standards.
Major Responsibilities:
- Self-perform activities as required to support the project and achieve milestones.
- Team management, guidance, and development to effectively resolve change events, claims, and disputes fairly, coordinating with Legal if required.
- Manage significant commercial matters to resolution, defining strategy and actions.
- Team player able to direct and receive guidance and feedback.
- Receives functional guidance from the responsible GBU Manager of Contracts and Procurement or representative.
Pre-Award
- In accordance with procedures, handles tender process from beginning to end; forming and issuing tender packages, tracking and closing queries, receiving and evaluating proposals, and providing recommendations for award
- Prepares and organizes meetings/workshops, such as bid clarification and pre-award meetings, for the purpose of ensuring complete understanding and agreement between Bechtel, the client.
- Prepares contract documents for execution with Customer’s team.
- Prepares and maintains control and status reporting documents.
Post-Award
- The implementation of Contract & Commercial Management Procedures for the administration of the Contract.
- The review of Contract general terms and conditions to identify and monitor areas of risk, ambiguities, conflicts or deviations from the scope of work and the actions required.
- The development and management of appropriate mechanisms to monitor compliance with contract terms and conditions.
- Identification and resolution of Contract claims as they develop, including engagement of corporate legal department where necessary.
- Obtaining all contract deliverables for timely work handover and close-out of contracts.
Education and Experience Requirements:
Degree in Business, Quantity Surveying, Law or Engineering desirable.
- Must have a minimum of 10 years’ experience in Commercial and or Contracts Management.
- Must have a minimum of 2 years experience leading teams.
- Must be able to communicate effectively in spoken and written English.
Required Knowledge and Skills:
- Extensive experience in Commercial or Contracts Management on projects in excess of $200 million, especially infrastructure projects.
- Experience Middle East / Saudi Arabia.
- Arabic Language.
- Previous management of large teams (10+ employees).
- Degree in Business, Quantity Surveying, Law or Engineering desirable.
- Experience and completion of courses in pricing, contract law, contract drafting, contract administration and negotiation of change orders, effective correspondence, planning and scheduling.
- Experienced in communicating with and managing a workforce of many nationalities and backgrounds.
- Prepares post-award reports, presentations and other programmatic documents in support of NEOM’s vision.
