Project Overview:
Bechtel Infrastructure, along with key sub-vendors Bantrel and Comtech, has been appointed as the Delivery Partner (DP) within an Integrated Project Team (IPT) comprising the customer, Metrolinx, and its Technical Authority (TA) for the Ontario Line Subway (OLS) Project. The OLS Project scope includes the design build, operation, and maintenance of all infrastructure and rail systems associated with 15 stations and over 15km of new alignment, being delivered through major Public Private Partnership (P3) contracts and multiple Early and Advanced Works (EAW) contracts. The OLS Project is planned to open for revenue service in 2031. DP forms a key part of the overall leadership of the OLS Project.
Job Summary:
In this role, you will act as a primary point of contact/focal person on behalf of Bechtel for administration of its agreement and related contractual issues with the client and as a primary point of contact/focal person on behalf of Bechtel for administration of the two Key Subvendor subcontracts with Bantrel and Comtech. Additionally, the Vendor Representative will support implementation of the Prime Contract Management Program and development of the prime contracts administration procedures, facilitate training and supervision of prime contracts/administrative personnel supporting prime contract administration and prime contract claims identification. The Vendor Representative reports to the Project Delivery Partner Director, and functionally to the Infrastructure GBU Manager of Prime Contracts. #LI-JL1
Major Responsibilities:
- Responsible to implement and maintain the Prime Contract Management Program for the project consistent with the practices and procedures set forth in the Corporate Prime Contracts Management Manual.
- Coordinate the development and delivery of ongoing project training to address prime contract/commercial management principles and best practices.
- Overall responsibility for coordinating the performance of Bechtel’s obligations under the contract, including liaising with Performance Manager on the development of performance Key Performance Indicators for Performance Incentivization Regime and securing client agreement.
- Maintain coordination with client on day-to-day basis to ensure that the issues are dealt with in an efficient, effective, and timely manner. Preparation and finalization of contract modifications/extensions (e.g., Annual Work Plan – AWP) and develop the negotiation strategy and/or support/conduct negotiations, as directed.
- Assure Service compliance with the contract requirements, AWP, and all statutory as well as client requirements in respect to health, safety and environmental.
- Submission of “Draft Proper Invoices” and “Proper Invoices”, liaise with Production Director to address all comments from client and secure required approval. Coordination of Staffing Plan/updates.
- Manage the submission and approval of candidates through the Staffing Subcommittee process.
- Act as Secretary to the Executive Oversight Committee. Participate in project related meetings, work closely with Construction, Engineering, Procurement, and Project Controls to:
- Ensure awareness of all project activities that may affect the prime contract;
- Take appropriate actions to protect Bechtel’s interest and/or improve project performance;
- and Ensure compliance with prime contract terms and conditions.
- Manage the handling of the prime contract closeout requirements. Manage the Lease Agreement and related amendments for the office building.
Education and Experience Requirements:
- Requires bachelor's or master's degree (or international equivalent) and 15+ years of relevant experience or 19+ years of relevant work experience.
- Degree in Business, Quantity Surveying, Law, Engineering, Construction Management or Cost Engineering.
- Experience in managing client contracts with similar commercial terms and incentivization models.
- Experience of delivering in collaborative working arrangements.
- Wide-ranging experience, uses professional concepts and company objectives to resolve complex issues in creative and effective ways.
