Project Overview:

Bechtel Infrastructure, along with key sub-vendors Bantrel and Comtech, has been appointed the Delivery Partner within an integrated team with the customer, Metrolinx, for the Ontario Line Subway (OLS) Project and will work in a Delivery Partner role within an integrated team with the customer organization for a Subway Project in Toronto, Ontario. The project scope includes the design build, operations and maintenance of all infrastructure and rail systems associated with 15 stations and over 15km of new alignment, being performed by two key PPP Contractors and multiple advanced early works (EAW) packages Contractors and two large Progressive Design Build Contracts. The scope includes both managing the Works associated with the program and with the individual construction projects. 

Job Summary:

The Quality Manager is responsible for the leadership, including Quality leadership, as well as organization, standardization, coaching and direction of Integrated Project Team (IPT) construction personnel and activities relating to overall quality management and construction testing and inspection being performed by the PPP contractors and EAW contractors  #LI-JL1 

 

Major Responsibilities:

  • Directs all project quality activities in coordination with Project Quality Assurance Lead (PQAL), and engineering, procurement, construction, operations, and key stakeholders.  
  • Provides leadership and support to achieve construction quality field delivery in alignment with client-established goals, standards, processes, and procedures.  
  • Acts as the primary quality liaison with senior leadership, the PQAL, and Contractor Quality Directors, ensuring alignment and timely resolution of quality matters. 
  • Maintains, assesses, and continuously enhances the Project Delivery Team (PDT) Quality Management System, including annual updates to the Project Quality Management Plan.  
  • Develops, updates, and implements quality processes and procedures, leading training and coaching to ensure consistent compliance across the project.  
  • Champions standardization of construction quality across contracts in compliance with contractual quality requirements. 
  • Interfaces with contractors regarding audits, quality concerns, and nonconformances; prequalifies contractors, vendors, and designers and evaluates QMS implementation effectiveness.  
  • Reviews and approves contractor submittals, including Quality Manuals, Quality Plans, Inspection & Test Plans (ITPs), procedures, personnel qualifications, test reports, audit schedules, and prequalification records. 
  • Supports and participates in internal, external, third-party and site audits, ensuring corrective actions are tracked through closure. 
  • Manages and provides direction and support to deployed PDT quality personnel, enabling them to hold contractors accountable for compliance with specifications, construction processes, and ITPs.  
  • Understands and applies specifications related to construction materials, equipment, installation methods, finishes, testing, and handover requirements.  
  • Coordinate with Project Field Services Engineer Specialists to standardize construction activities and implement the construction quality program.  
  • Monitors quality observations and Non-Conformance Reports (NCRs) and ensure timely investigation and closure.  
  • Trends NCRs, RFIs, and punch lists; reviews project schedules for quality-related activities and supports selection of project quality metrics.  
  • Drives successful outcomes against Key Performance Indicators (KPIs), recognizing that KPIs may evolve as the project matures. 
  • Implements Quality Core Processes, including People Based Quality (PBQ), Lessons Learned, Continuous Improvement Initiatives, and recognition programs.  
  • Collects, evaluates, and documents, new Best Practices (BPs) and Lessons Learned (LLs).  
  • Produces and presents a monthly quality dashboard for senior leadership, communicating key quality metrics, trends, risks, and recommended improvements.

Education and Experience Requirements:

  • Requires bachelor's or master's degree (or international equivalent) and 13-15 years of relevant experience or 17-19 years of relevant work experience. 
  • Registered as a Professional Engineer (P.Eng.) or eligible for immediate registration with PEO 

 

Required Knowledge and Skills:

  • Technical knowledge in the application of engineering, environmental science, procurement, construction, testing, operations, or decommissioning practices sufficient to comprehend specified engineering, environmental, procurement, construction, testing, operations, decommissioning, and regulatory requirements.  
  • Broad knowledge of the quality principles and their application to engineering, environmental, procurement, construction, testing, operations, or decommissioning.  
  • Knowledge of the application of corrective actions to reconcile nonconforming conditions.   
  • Knowledge of regulatory requirements and functions which impact the quality program/plan.   
  • Proficiency in oral and written communications.   
  • Proficiency in providing direction and on the job training to assigned personnel.   
  • Proficiency in the use of applicable computer programs (Excel, Word, PowerPoint, Power BI). 
  • ISO 9001: 2015 Certified Lead Auditor (IRCA approved) (required). 
  • Applicable certification in Quality, e.g., Six Sigma (Green/ Black Belt), Lean Skills, Certified Quality Manager (CQM) (advantage). 
  • Demonstrated experience with design controls, design verification and validation activities, process controls, supply chain, construction, start-up activities, and risk management. 
  • Experience working in a team-oriented, collaborative environment. Must maintain outstanding interpersonal and communication skills to motivate a large employee community. Must have led diverse teams made up of multifunctional professionals to realize agreed upon goals and objectives. Excellent coaching, listening, presentation, and interpersonal skills. 
  • Strong analytic skills with practical knowledge of how to identify key performance quality metrics to set targets for maintaining a state of compliance while identifying areas for improvement.
