Project Overview:
Bechtel Infrastructure will work in a Delivery Partner role within an integrated team with the customer organization for a Subway Project in Toronto, Ontario. The project scope includes the design build, operations and maintenance of all infrastructure and rail systems associated with 15 stations and over 15km of new alignment, being performed by three key PPP Contractors and multiple advanced early works (EAW) packages Contractors. Bechtel form a key component of the overall Integrated Project Delivery team (comprising the customer, MX; the Technical Advisor, and Bechtel as the Delivery Partner).
Job Summary:
The Technical Delivery Manager, for the Elevated Guideway and Stations, will be accountable for tracking, monitoring, and assessing the contractor’s engineering progress including: deliverables production (progress & performance), change orders, quantity growth, site inspection reports, BIM development, etc. #LI-JL1
Major Responsibilities:
- Leads a small technical delivery team within the delivery area.
- Coordinates activities among the interfacing design delivery areas.
- Actively works with the contractors design entities/Professionals of Record.
- Reviews project engineering progress against approved schedules, evaluates changes, and takes corrective action when required.
- Monitors the flow of information required from third parties to assure the timely progress of the engineering work.
- Establishes engineering progress & performance reporting, in collaboration with contractor's design entities.
- Monitors, tracks, assesses engineering production demand and available engineering workforce.
- Works with the design review team to align internal OL Technical Advisor (OLTA) review resources with the design submittal schedule / timely issue of Site Instructions to meet the needs of the Construction Schedule.
- Responsible for assessment of post-IFC changes proposed by the contractors during the construction period to ensure best for project outcomes.
- Responsible for the review and triage of comments undertaken by the technical team.
- Develops and owns the Technical/EGS section within the OL Engineering Management Plan.
- Responsible for implementing any OL Engineering Management plans, procedures, and processes cascaded by the Manager of Engineering.
- Assesses contractors’ package submission quality performance factor and works with the Delivery Manager if quality is poor, including BIM quality and LOD.
- Gathers and assesses information to ensure that interfacing contractors works and schedules are correlated and reconciled with specific segment contractors' submissions.
- Works with the contractor’s interface team to ensure interfaces with adjoining contracts are developed to construction information level so that deliverables are provided in a timely manner across the program.
- Supports the development of mitigation and/or incentives to reduce risks associated with the utility and construction interfaces.
- In collaboration with the rest of project team, provides advice on contract management, risk management, and interface issues.
- Works closely with the deployed assurance agent to align engineering deliverables with the assurance gate process.
- Works to plan for future testing and commissioning phases, reviewing contractor’s strategies and procedures for closeout.
- Takes necessary care to properly protect the confidentiality, integrity, and availability of corporate information from unauthorized disclosure, modification, or destruction. Never knowingly put Metrolinx’s information or information systems at risk.

Education and Experience Requirements:
- Requires bachelor's or master's degree (or international equivalent) and 13-15 years of relevant experience or 17-19 years of relevant work experience.
- Experience working with teams and stakeholders in the development and delivery of large infrastructure projects. Ability to communicate across technical disciplines (engineering, construction, operations, maintenance, assurance), and non-technical (management, communications).
Required Knowledge and Skills:
- Successful Engineering/Interface Management track record on a major multidisciplinary subway project, including station and guideway delivery, engineering services during construction, closeout, validation, testing and commissioning.
- Demonstrated technical writing, data management, verbal communication, presentation, and teaching skills.
- A firm understanding of rail engineering procedures, principles, and concepts.
- Proven commercial acumen and ability to judge proposed design changes for best value.
- Knowledgeable in planning and executing high value, multi-faceted lump-sum turnkey civil infrastructure projects.
- Computer skills (including Excel, Word, PowerPoint).
