Project Overview

Bechtel Infrastructure, along with key sub-vendors Bantrel and Comtech, has been appointed as the Delivery Partner (DP) within an Integrated Project Team (IPT) comprising the customer, Metrolinx, and its Technical Authority (TA) for the Ontario Line Subway (OLS) Project. The OLS Project scope includes the design build, operation, and maintenance of all infrastructure and rail systems associated with 15 stations and over 15km of new alignment, being delivered through major Public Private Partnership (P3) contracts and multiple Early and Advanced Works (EAW) contracts. The OLS Project is planned to open for revenue service in 2031. DP forms a key part of the overall leadership of the OLS Project.

 

Position Summary

The Senior Claims Analyst will report to the Claims Director to support the administration of contract claims on various packages for the OLS Project. Activities will include supporting the Claims Director upon receipt of any disputes or claims to administer them through the contractual cycle, determining the entitlement to time and/or cost. Significant proactive engagement required with the project management team, other departments, customers and stakeholders to enable successful alignment of the recommendation and to adhere to the requisite processes, procedures and the critical activities required.

 

Responsibilities

  • Reviewing contract and drafting claims related correspondence, reports and presentations.
  • Engage as part of the project management senior team with other team members and the customer to develop and align strategy, methods and controls for the safe and successful project work performance.
  • Participate, as appropriate, in delivery related meetings, working with the area team and directly supporting specific Segment Commercial Directors on the status and resolution of variations, claims and other commercial issues.
  • Team management, guidance and development to effectively resolve change events, claims and disputes fairly including coordination with Legal as may be required.
  • Performs and manages claims related matters to resolution, defining strategy and actions.
  • Team player that can direct and receive guidance and feedback.
  • Identify areas of risk and opportunity for risk due to ambiguities, omissions, and conflicts in the contents of documents relative to the prime contract.
  • Coordinate the development and delivery of ongoing project training to address identification, preparation, and resolution of claims.
  • Support coordination with client on day-to-day basis to ensure that the issues are dealt with in an efficient, effective, and timely manner.

 

Qualifications and Skills

Basic Qualifications

  • Minimum thirteen (13) years relevant experience, with prior experience in Public Private Partnership (P3) and/or Design Bid Build (DBB) projects preferred.
  • Degree in construction management, engineering, project management, or equivalent.

 

Additional Qualifications

  • Knowledge of contract laws and commercial/contractual structures.
  • Experience of working with delay claims, productivity claims, acceleration and extensions of time.
  • Experience in arbitration and dispute resolution services.
  • Be commercial astute, responsive and act quickly under changing circumstances.
  • Highly organized and ability to process and efficiently manage numerous claims.
  • Experience in contract administration and management software (e.g. Primavera Unifier, CM14).
