Project Overview:

Bechtel is among the most respected engineering, project management, and construction companies in the world. Bechtel operates through four global business units that specialize in infrastructure; mining and metals; nuclear, security and environmental; and oil, gas, and chemicals. Today, our colleague's team with customers, partners, and suppliers on diverse projects in nearly 40 countries.

Bechtel Infrastructure, along with key sub-vendors Bantrel and Accenture, has been appointed the Delivery Partner role within an integrated team with the customer, Metrolinx, for the Ontario Line Subway (OLS) Project. The project scope includes the design build, operations and maintenance of all infrastructure and rail systems associated with 16km of new alignment, 15 new stations and related works being performed by three key P3 Contractors and multiple advanced early works (EAW) packages. Bechtel’s team forms the key component of the overall leadership team, having delivery partner responsibilities supported by two other components, Technical Advisor (TA) and Program Controls Services Consultant (PCSC).

Job Summary:

The Safety and Health Director will be responsible for shaping the safety culture, influencing strategic decisions, and ensuring compliance with provincial legislation. This role combines leadership, innovation, and collaboration to deliver operational excellence across all phases of the project lifecycle—through construction and commissioning. This position reports to the Field Services Director.

This position is designated as part-time telework per our global telework policy and will require at least three days of in-person attendance per week at the assigned office or project. Weekly in-person schedules will be determined by the individual and their supervisor, in consultation with functional or project leadership. #LI-JL1

Major Responsibilities:

  • Lead the safety aspects of the project by providing safety subject matter expertise to the Integrated Project Team.
  • Execute a comprehensive safety program aligned with the Delivery Partner and Bechtel standards to ensure safe delivery of the project.
  • Lead an integrated project team of safety professionals.
  • Oversee safety staff resourcing.
  • Organize and deploy the safety team to provide optimal site coverage and respond to emerging risks.
  • Custodian of the Safety Management Plan and the supporting plans, processes, procedures, and tools.
  • Engaging in safety related issues and providing direction / recommendation / guidance based on their experience.
  • Sharing safety related best practices across the project.
  • Champion a proactive ‘Safety First’ culture across all project teams and contractors.
  • Lead risk assessments for complex urban rail infrastructure, including tunneling and station construction.
  • Use data analytics and digital tools to monitor KPIs and drive continuous improvement.
  • Oversee audits, incident investigations, and corrective actions.
  • Collaborate with leadership, contractors, and regulatory agencies to ensure compliance and operational excellence.
  • Participates in meetings, as required, with customers, project team members, and contractors/subcontractors to advise them of specialized safety and health requirements that may affect project design, construction schedule, and cost.
  • Works with the Bechtel Project Director, GBU ES&H Manager, and Legal on addressing and resolving pending agency non-compliances, notices of violations, potential fines, and other enforcement actions.

Education and Experience Requirements:

  • Requires a Bachelor’s or Master's degree (or international equivalent) related to occupational safety or health and 13-15 years of relevant experience or 17-19 years of relevant work experience.
  • Extensive experience in managing large, complex infrastructure projects in Canada.
  • Demonstrated ability to provide repeatable and innovative solutions to safety and health related challenges.
  • Ability to effectively communicate and collaborate with key members of the Project Management Team and the various Project Directors.
  • In-depth knowledge of Ontario and Canadian laws/regulations, extensive rail construction experience, and best management practices for minimizing potential safety and health impacts during project execution.
  • Excellent leadership skills to act as a role model, promoting a positive influence on the work of others through demonstration of collaboration, technical expertise, and effective interpersonal skills. 

Required Knowledge and Skills:

  • Advanced knowledge of environmental, safety and health, or related disciplines and application methodologies in the engineering and construction industry.
  • Ability to establish collaborative and effective working relationships with internal and external stakeholders.
  • Experience with Ontario Line, Metrolinx projects, P3 delivery models, and rail systems are highly desirable.
  • Industry certification through an organization accredited for credentialing ES&H practitioners (e.g., CSP, CRSP, CMIOSH, etc.)
