Project Overview:
The Ontario Line is a brand-new metro line serving some of Toronto’s busiest districts and brings much needed additional connectivity and capacity to the city’s public transport network. The project scope includes the design, build, operation and maintenance of all infrastructure and rail systems associated with 15 stations and over 15 km of new underground, surface, and elevated track.
Job Summary:
The Risk Lead role is part of the Delivery Partner (DP) positions within Ontario Line and is responsible for the implementation of the DP’s project risk management for a large P3 package. The scope of work includes: Design and construction of the station building; Guideway structures; Station platforms;Station amenities and station landscaping. #LI-NP1
Major Responsibilities:
- Organize risk and issues review meetings and support the facilitation of risk identification, assessment, and treatment workshops.
- Maintain and update risk registers and issue logs in Sword Active Risk Manager System (ARM) at the project and program level.
- Follow up with risk owners to assure the mitigation actions are on track.
- Agree and maintain reporting dates and cut off dates for receiving information, to report consistent data set. Ensure that the data is consistent to the cut off dates.
- Communicate information as per the procedures and work instructions.
- Record and monitor upcoming issues/critical items/risks in the weekly meetings.
- Review contractors reports for any new risks and issues to include in the risk register and issue log.
- Interact with all the disciplines of the project for the risks in their areas.
- Guide and support the risk owners in development of the risk mitigation plan and support them to update actions continuously. Offer active contribution to monitor the remedy plan.
- Engage with Contractor risk counterpart, if needed, to ensure risk management activities are aligned with OL project requirements and capturing of risks transferred from PCo (Project Company) to the Contracting Authority.
- Ensure that all program team members comply with the risk management plan, procedures, requirements of assigned scope of work.
- Reviewing Contractors progress reports and identifying the risks impacting project cost and schedule and reflecting them in risk register, while working closely with project team and stakeholders.
- Perform quantitative cost and schedule risk analysis using risk management software (e.g. Active Risk Manager, Safran Risk, etc.).
- Prepare detailed project and program risk reports including P50 and P80 cost and schedule risk exposures.
- Working closely with Lead Scheduler to prepare a high-level schedule (or assess detailed schedule) to be used for quantitative schedule risk analysis and defining the link between risks, duration uncertainties and schedule activities.
- Working closely with Cost Lead to monitor project contingency utilization and alignment with cost risk exposure.
- Provide input to Reporting Lead for project and program level reporting.
- Evaluating risk mitigation effectiveness by consulting with clients, project staff, and assigned Senior Risk Lead or higher.
- Support preparation of procedures and work instructions related to risk and opportunity management.
- Support preparation of risk training materials and train project team on the principle of risk management.
- Performing all other duties and tasks as assigned.
Education and Experience Requirements:
- Bachelor's degree in Engineering, Construction management, Business, Statistics economics, or related field along with 5-8 years of experience.
- In lieu of degree, 9-12 years of relevant work experience.
- Certification in risk management (e.g. PMI-RMP).
- Experience with large construction or infrastructure projects.
- Experience in facilitating risk and issues reviews with large teams.
- Experience with Active Risk Manager (ARM) and Safran Risk for Quantitative Risk Analysis (QRA).
- Experience with other tools like @Risk and Primavera Risk Analysis is an asset.
Required Knowledge, Skills, and Abilities:
- Understanding of design and construction contracts and the relationship between risk management and controls/management functions including project management, change control, planning & scheduling, cost & commercial management, and reporting.
- Excellent communication skills, both verbal and written.
- Ability to provide the interpretation of quantitative risk analysis results (e.g. Distribution S Curve Graph, Sensitivity Analysis Tornado Chart).
- Advanced level knowledge of MS Office, including Word, PowerPoint, and particularly EXCEL and Power BI.
- Collaborative working style and behaviors.
