Project Overview:
Bechtel is seeking to recruit high quality project delivery professionals in Engineering, Construction, Project Controls and related disciplines to join our team in Canada. Bechtel is currently growing our team working on a variety of new transportation and infrastructure projects in the Provinces of Quebec and Ontario, Canada. Candidates are currently being sought in both Montreal, Quebec and Toronto, Ontario.
Job Summary:
Reporting to the Project HR Manager, the Infrastructure Project HR Representative is an HR generalist role responsible for coordinating HR support to management and employees in Toronto on a project that expands over multiple locations. Working with multiple HR groups, the duties will include execution and coordination of staffing, on-boarding, HR policy and assignment conditions administration, employee mobilization and demobilization, employment law compliance, training facilitation and employee programs. Flexibility and teamwork are key components in this role. #LI-KL1
This job opportunity may be conditional, based upon the award of new projects and additional scope.
Major Responsibilities:
- Staffing support for the assigned project(s), including liaison with project hiring managers, and maintenance of the SmartStaff (staffing system) updates as required. This includes oversight and update of the project staffing plans and may include the introduction of new plans or updates to SmartStaff, approval processes for new or transferring employees and communication with those employees prior to onboarding.
- Employee assignment conditions/allowance oversight including any necessary per diem and allowance modifications in conjunction with People Operations.
- Visa and Immigration Compliance as required for project personnel, including compliance for entry and exit requirements, position change notifications, local processing, and assistance.
- Development and facilitation of onboarding and welcome packages for employees. Where required, this may include pre-employment and ongoing requirements such as medicals, security requirements, community outreach efforts, employee morale programs, coordination with HR representatives from JV/Partner organizations and other project specific requirements.
- Maintain employee demobilization schedules and release dates in alignment with project staffing plans including short term assignment tracking. This includes the preparation of completion paperwork for project personnel in accordance with local legal and company requirements, as applicable.
- Support the Project Management Team to ensure processes are in place to align with Bechtel HR policies, procedures, and guidelines.
- Support and facilitate other specific Human Resources activities as assigned by the Project HR Manager, Project Management, or the Infrastructure HR Services Manager, which may include project specific reporting requirements (working with People Operations teams, as required), probationary period oversight, the project Early Career Hire Program, etc.
- Work with People Operations Talent/L&D/Performance Management group(s) to coordinate and execute project learning and talent requirements including presenting to the project team.
- This position may require travel to other project locations or company offices, at times with little notice.
- Support employee engagement initiatives and contribute to positive workplace culture.
- Perform other duties as assigned.
Education and Experience Requirements:
- Bachelor’s degree in human resources, Business, Psychology or other relevant disciplines from an accredited university and a minimum of 5 year of relevant experience.
Required Knowledge and Skills:
- Understanding of Ontario and Canadian employment law.
- Strong organizational, communication, and interpersonal relationship skills.
- Ability to work effectively under pressure with changing priorities and deadlines.
- Must have the legal right to work and remain in the Canada without sponsorship.
- Interest in Employee Relations and fostering an environment of diversity and inclusion.
- Some ability in written and spoken French as a second language is desired but not a requirement of this role.
