Project Overview:

Bechtel, Bantrel and Accenture, have been appointed as the Delivery Partner (DP) for the Ontario Line (OL) Project in Toronto, Canada. The OL is a brand-new metro line serving some of Toronto’s busiest districts and brings much needed additional connectivity and capacity to the city’s public transport network. The project scope includes the design, build, operation and maintenance of all infrastructure and rail systems associated with 15 stations and over 15km of new underground, surface and elevated track. The OL Project is being delivered through three major Public Private Partnership (P3) contracts and multiple Early and Advanced works (EAW) contracts. The OL is planned to open for passenger service in 2031. The DP, the customer Metrolinx and the Technical Authority (TA) are working together as the Integrated Project Team (IPT) to manage the delivery of the project.

Job Summary:

The RSSOM Mainline Lead Field Specialist is responsible for overseeing the design, construction and interface line wide mainline activities including, but not limited to, track works, OCS foundations, emergency walkways, dry fire line, and cableway support, and system wayside.

The Lead Field Specialist will report to the Construction/Project Manager. #LI-KL1 

Major Responsibilities:

Planning

  • Review construction submittals, drawings, work plans, risk assessments, and temporary works designs.
  • Track, log, and monitor submissions (design, tests, deficiencies, reports, RFIs) against milestone dates and agreed durations.
  • Review and supervise the preparation of construction estimates, cost engineering studies, schedules, and budgets.
  • Validating progress reports and other data prepared by the DP and PCo against own observations and records.
  • Participate in mitigation planning and escalation as required.
  • Maintain high-quality daily records of observations, installed quantities, personnel, equipment, and issues encountered.
  • Validate progress reports and contractor data against field observations.
  • Calculate, track, and record quantities of work performed for analysis and evaluation of reported vs. actual production rates.
  • Provide input to weekly/monthly project reports and progress invoices.
  • Perform personnel evaluations and support team-based achievement of project goals.
  • Build strong relationships with contractor counterparts and internal discipline leads.

Safety / Quality

  • Ensure compliance with the project ES&H program as well as monitors the activities of contractors to ensure compliance with project technical requirements. 
  • Provides leadership for and creation and ongoing maintenance of a safe workplace and environment as a priority in the delivery of all work. 
  • Engage discipline leads for subject matter expertise in health & safety, environment, quality, contracts, project controls, and interfaces.
  • Identify and report risks, non-conformances, and emerging issues impacting health, safety, environment, quality, or schedule.

Technical 

  • Supervise and coordinate Mainline track works, Emergency walkway, and Dry fire main installations.
  • Ensure compliance with project technical specifications, contract requirements, and safety standards.
  • Oversee acceptance of contractor Inspection and Test Plans (ITPs), including attendance at witness and hold points.
  • Act as the primary point of contact for design development coordination, ensuring constructability and alignment with approved drawings.
  • Manage interface coordination with multiple civil PCOs and stakeholders to resolve conflicts and maintain smooth execution.
  • Coordinate with engineering, construction, operations, and maintenance teams to resolve issues impacting field execution.
  • Understand and monitor schedule requirements for critical path activities.
  • Lead and mentor assigned field specialists, ensuring progressive training and development.

Education and Experience Requirements:

  • Required bachelor's degree (or international equivalent) and 8-10  years of relevant experience or 12-14 years of relevant work experience
  • Experience of working with multidisciplinary teams on large infrastructure mega-projects, preferably rail projects in urban areas.

Required Knowledge and Skills:

  • Familiarity with construction scheduling tools, risk management, and project controls.
  • Excellent communication, stakeholder management, and technical writing skills.
  • Expertise in MS Office and Bluebeam. Expertise in AutoCad and Naviswork is preferred.
  • Demonstrated commitment to Environment, Safety and Health (ES&H).
  • Demonstrated commitment to Zero Accident safety program.
