Project Overview:

Bechtel Infrastructure will work in a Delivery Partner role within an integrated team with the customer organization for a subway project in Toronto, Ontario.  The project scope includes the design build, operations, and maintenance of all infrastructure and rail systems associated with 15 stations and over 15km of new alignment, being performed by two PPP Contractors, two PDB Contractors, and multiple advanced early works (EAW) packages. Bechtel forms a key component of the overall Integrated Project Delivery team (comprising the customer, MX; the Technical Advisor, and Bechtel as the Delivery Partner).

Job Summary:

The Hazard Log Specialist is responsible for maintaining the program-wide hazard log as a controlled, auditable safety artefact, supporting the delivery of a safe, compliant, and operationally ready railway. Reporting to the Program Technical Director, the role ensures that hazards are systematically identified, assessed, mitigated, and closed with appropriate evidence across all contracts and lifecycle stages. The role provides critical assurance visibility to program leadership, enabling informed decision-making at key governance points.  #LI-JL1 

Major Responsibilities:

Carries out a holistic review of submissions ensuring a ‘what is right for the project’ approach is taken and considering the final function of the project as an operational railway, as opposed to a project consisting of the construction of separate work packages. Ensures the effective transfer of hazards between different work packages and track to closure. Works with the contractors, who undertake the activities listed below.

  • Hazard Identification & Capture
    • Support identification and capture of hazards from design, interfaces, construction, and operations
    • Facilitate inputs from HAZID/HAZOP and design reviews
  • Hazard Log Management
    • Maintain central hazard log with unique IDs, ownership, and status
    • Ensure consistency, version control, and data quality
  • Risk Assessment & Mitigation Tracking
    • Apply risk frameworks and track mitigation measures
    • Ensure ownership, timelines, and effectiveness
  • Assurance & Evidence Management
    • Link hazards to verification methods and evidence
    • Support Safety Case development
  • Interface & Integration Support
    • Manage cross-contract hazards and dependencies
    • Support interface coordination
  • Reporting & Governance
    • Produce hazard reports and support governance forums
    • Provide inputs to Stage Gate reviews
  • Take necessary care to properly protect the confidentiality, integrity, and availability of corporate information from unauthorized disclosure, modification, or destruction.  Never knowingly put Metrolinx’s information or information systems at risk.

Education and Experience Requirements:

  • Bachelor’s degree from an accredited university and 13 years’ experience working in the rail industry and/or large-scale infrastructure projects; or an equivalent combination of education, training and/or experience, typically including 17 years’ of relevant work.
  • Experience maintaining hazard logs in complex programmes.
  • Experience supporting Safety Cases.
  • Experience in multi-contract environments.
  • Experience working with teams and stakeholders in the development and delivery of large infrastructure projects. Ability to communicate across technical disciplines (engineering, construction, operations, maintenance).

Required Knowledge and Skills:

  • Understanding of risk and safety assurance.
  • Strong data management skills.
  • Familiarity with CENELEC standards.
  • Demonstrated technical writing, data management, verbal communication, presentation, and teaching skills.
  • A firm understanding of rail engineering procedures, principles, and concepts.
  • Knowledgeable in planning and executing high value, multi-faceted lump-sum turnkey civil infrastructure projects.
  • Computer skills: Microsoft Office suite of applications (Excel, Word, PowerPoint).
