Project Overview:
Bechtel is among the most respected engineering, project management, and construction companies in the world. Bechtel operates through four global business units that specialize in infrastructure; mining and metals; nuclear, security and environmental; and oil, gas, and chemicals. Today, our colleague's team with customers, partners, and suppliers on diverse projects in nearly 40 countries. Bechtel Infrastructure has been appointed the role of Delivery Partner within an integrated team with the customer organization, Metrolinx, for the Ontario Line Subway (OLS) Project in Toronto, Ontario. The project scope includes the design build, operations and maintenance of all infrastructure and rail systems associated with 15 stations and over approximately 15km of new alignment, being performed by three key PPP Contractors and multiple advanced early works (EAW) packages Contractors. Bechtel form the key component of the overall leadership team, having delivery partner responsibilities supported by two other components, Technical Advisor (TA) and Program Controls Services Consultant (PCSC).
Job Summary:
Performs construction engineering assignments of a varied nature requiring a full working knowledge of construction engineering practices. Exercises professional judgment within the framework of broad guidelines provided by superiors. May have responsibility to provide direction to less experienced construction engineers, or construction office technical or clerical personnel.
The Field Specialist is responsible for monitoring the technical requirements of the work, verifying quantities for contractor progress, interface management and integration.
Major Responsibilities:
Work Planning & Packaging
- Prepares construction drawings and sketches.
- Leads preparation of construction drawings and schedules and the design of temporary construction facilities and ensures preparation of "as built" drawings and other job plans.
- Reviews updated contractor schedules, as assigned.
- Prepares and maintains daily reports.
Quantities
- Verifies commodities on quantity tracking systems or other computer database systems as required.
- Implements project controls tools on the construction site.
- Assists in the preparation of cost estimates and reviews project design and engineering bills of materials to ensure their completeness.
- Assists in the verification of contractor’s applications for payment.
Safety / Quality Control
- Ensures zero accident philosophy and requirements are implemented and adhered to by craft and others when in the operational area, and tools and equipment are in safe condition and operated safely.
- Ensure that safety and creation as well as maintenance of a safe workplace and environment is the primary consideration and first priority in the delivery of all work.
- Monitor’s the contractor’s assurance activities including the resolution of non-conforming items.
Technical
- Reviews contractor’s documentation including risk assessments, method statements and inspection and test plans. Attends necessary inspections of the works on behalf of Metrolinx.
- Interprets design engineering drawings and may prepare construction working drawings for the use of contractors as required, including:
- Temporary construction facilities.
- Field sketches of revisions and additions and preparing “as built” drawings.
- Reviews design drawings, related vendor and contractor drawings and installation instructions and studies interference problems.
- Verifies contractor’s commodities on quantity tracking systems or other computer database programs as required.
- Reviews field change notices/requests, extra work orders and back charge notices.
- Provides input to constructability and lessons learned.
Education and Experience Requirements:
Required bachelor's degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience
Required Knowledge and Skills:
- Knowledge of a single technical engineering discipline, contracts administration and/or cost and scheduling relating to the construction of airport projects.
- Experience working on railway or other major project buildings. Experience working on operational railway.
- Computer literate in word processing, spreadsheet and database
- Awareness of environmental compliance laws and requirements.
- Familiarity with current industry quality standards.
