Project Overview:

Bechtel is seeking to recruit high quality project delivery professionals in Engineering, Construction, Project Controls and related disciplines to join our team in Canada. 

 

Bechtel is currently growing our team working on a variety of new transportation and infrastructure projects in the Provinces of Quebec and Ontario, Canada. Candidates are currently being sought in both Montreal, Quebec and Toronto, Ontario. 

 

Job Summary:

The Deputy Manager - Senior Subcontract Administrator will report directly to the Procurement Director. The Senior Subcontract Administrator will be responsible for subcontract management activities and performance of assigned subcontracts and will manage assigned Subcontract personnel. The Senior Subcontract Administrator will be expected to demonstrate professional commercial oversight of invoicing, changes, progress tracking, compliance with regulatory and stakeholder requirements, risk management, and construction expertise and judgement in all phases of the subcontract post-award management process.

Major Responsibilities:

  • Implement the division of responsibilities matrix of various subcontract management tasks and the standard work processes and procedures applicable to Subcontractor management for the program.  
  • Coordinates with other project functions for input into contractual rights and obligations, plans for performance, and other considerations required to successfully manage subcontracts of varying complexity.  
  • Manage the subcontract change process by negotiating with subcontractors and internal and external stakeholders as appropriate.  
  • Communicate with project leadership team members to raise awareness of contract provisions, updates to contractual terms and conditions, identification of on time delivery and savings opportunities, schedule optimizations in concert with Project Control function, and claims or cost avoidance strategies. 
  • Develop and report on subcontract management activities and advise project management team of risks and required interventions accordingly. 
  • Manage a fair and transparent subcontract change process that complies with all applicable laws and regulations.  
  • Assist in the development of subcontracting management strategies that provide opportunities across the spectrum of capabilities within the market and in consideration of indigenous subcontractor participation.  
  • Support the Procurement Director on ad-hoc tasks and preparation of reports.  

 

Education and Experience Requirements:

  • Bachelor’s degree in Business, Supply Chain Management, Engineering, or other industry related field along with 10+ years of relevant experience.  

 

Required Knowledge and Skills:

  • Knowledge of contract regulations, policies, and practices.  
  • Specialized courses or experience in pricing, contract law, negotiations, and accounting.  
  • Experience in managing different contract types, fee arrangements and contract terms.  
  • Experience in developing and recommending potential solutions to contractual and commercial problems to management.  
  • Proficiency in MS Office software suite of programs (Word, Excel, PowerPoint, Outlook). 
  • Ability to establish collaborative and effective working relationships with internal and external stakeholders. 
  • Working knowledge of engineering/construction industry contracting practices and policies, procedures, and work practices.  
  • Understanding of compliance with protocols of company and client confidentiality. 
  • Confidence in working within an environment of senior managers, client executives, and government agencies. 
  • Demonstrated oral and written communication skills in English.
