Subcontract Administrator

Bechtel National, Inc (BNI) Bechtel's government services business, in one of the top providers to department and agencies to the US and British governments.  Its successes include many large, first-of-a-kind projects in government site management, environmental restoration, defense, space, energy, and national homeland security.  Bechtel currently manages the Mobile Launcher 2 project in Cape Canaveral, FL.  This project is the design and construction of the National Aeronautics and Space Administration (NASA) Mobile Launcher 2 (ML2) for the Space Launch System (SLS).
Role Overview
Administers large moderately complex subcontracts. Maintains a continuing review of the progress of each subcontract and provides management with information regarding any financial, legal or technical difficulties. Prepares change order and amendments, negotiates with subcontractors and customers to obtain settlement.
 
Responsibilities include:
• Implement the Division Responsibilities Matrix which records the Project’s agreed assignment of various subcontract management tasks and the Standard Work Process Procedures applicable to Subcontract Administration.
• Administers assigned subcontracts maintaining a continual review of progress and providing management with information regarding projected financial or technical difficulties.
• Coordinates with designated staff on operational activities affecting contractual rights and obligations, subcontract performance, subcontract administration and other major matters.
• Administers moderately complex contract changes by negotiating with customer personnel and obtaining settlement.
• Represents Bechtel in contractual discussions of moderate complexity.
• Administers information programs to ensure mutual understanding of subcontract terms and conditions.
• Prepares periodic status reports for management.

 

Job Knowledge

• Basic knowledge of contract/policies and practices.

• Specialized course in pricing, contract law, negotiations and accounting.

• Working knowledge of engineering/construction industries, contracting practices and procedures.

• Demonstrates oral and written skills.

• Experience in administering multiple contract types, fee arrangements and contract terms including time and material and cost reimbursable contracts or subcontracts

• Analysis of submitted invoices

• Experience in developing and recommending potential solutions to contractual problems to managers

 

 
Basic Qualifications
• Bachelor degree from an accredited college or university and a minimum of 6 years progressive related experience including but not limited to Procurement preferably in an engineering, procurement, and construction environment.
• In lieu of formal degree a minimum of 12 years of progressive related experience including but not limited to Procurement, preferably in an engineering, procurement, and construction environment.

Minimum Qualifications
• Excellent written and verbal communication skills.
• Knowledge of standard computer applications such as Microsoft Office.
• Must be able to complete and pass a pre-employment drug screen, physical (if located at the construction site), and background check which includes verification of employment and education.
• Must be able to obtain a site security badge for access to this work site.
 
Preferred Qualifications
• Advanced knowledge of contract types, terms and legal requirements.
• Knowledge of law, negotiations, accounting or cost engineering gained through education or experience.
• Advanced knowledge of Federal Acquisition Regulations, and applicable Agency Supplements.
• Advanced understanding of Governmental Contracts and the flow-down of applicable clauses and requirements.
• Advanced understanding of Cost Accounting Standards, and determination process for applicability to the work.
