Bechtel National, Inc. (BNI), Bechtel’s government services business, is one of the top providers to departments and agencies of the U.S. and British governments. Its successes include many large, first-of-a-kind projects in government site management, environmental restoration, defense, space, energy, and national and homeland security. Bechtel currently manages the Mobile Launcher 2 project in Cape Canaveral, FL.  This project is the design and construction of the National Aeronautics and Space Administration (NASA) Mobile Launcher 2 (ML2) for the Space Launch System (SLS).

 

Reports to and receives operational direction from Procurement Management. Receives functional guidance form the global business unit Purchasing Manager. Provides supervision, training and guidance to other purchasing personnel. Maintains working relationships with project Procurement personnel and other project discipline supervisors in order to perform assigned duties. Maintains contacts with global business unit Procurement personnel, including functional supervisors, and other Procurement supervisors of Expediting, Supplier Quality, Traffic & Logistics, and Field Procurement to coordinate the project Purchasing operations and to maintain an awareness of the performance and operating problems of contractors on other Bechtel jobs. Coordinate the development of problem resolutions, of claims settlements, and other contractual matters. Maintains contacts with corporate service departments such as Finance and Project Controls. Maintains contacts with client personnel as authorized and or directed by the Project Procurement.

 

Principal responsibilities include but are not limited to:

  • Develops and prepares project master purchases pro-forma forms, including legal and commercial terms and conditions to be included in purchase documents on project commitments. Reviews prime contract terminology and transfers applicable legal and commercial terms into the pro-forma documents.
  • Reviews and develops other commercial and technical data prepared by Engineering, Construction, Finance, Traffic & Logistics, Insurance, Tax and other procurement functional groups and inputs suitable terminology into pro-forma documents.
  • Forms, issues, and administers micro purchase orders. Communicates with suppliers to achieve required service and meet project needs. Communicates with Engineering to assist and or guide them in the preparation of material requisitions. Prepares and organizes assigned Procurement sponsored meetings.
  • Assists project Procurement team when instructed in solving and attending to administrative problems on commitments involving high monetary expenditure or risk, engineered technical specifications or supplemental commercial conditions.
  • Receives supervision and direction from the Acquisition Services SDC Procurement Manager.
  • Performs various procurement activities/tasks including, but not limited to:
    • Orders construction materials
    • Works with buyers to expedite deliveries 
    • Administrate purchases via BPS or B Card
    • Coordinate delivery of materials from local vendors
    • Work with Field Engineers and STR’s to provide construction materials.
  • Adhere to Procurement Standard Work Procedures.
  • Support the safety culture by performing observations and verifying implementation of safety policies and procedures of the project with Subcontractors.
  • Assists the Construction Coordinator in maintaining an organized storage area.

 

Basic Qualifications

  • Grade 25:  Bachelor’s Degree in Business Administration, Supply and Logistics Management, or similar discipline with 6 years of relevant work experience in general procurement, materials handling, purchasing, warehousing, and expediting.  In lieu of a degree, 12 years of progressive, relevant work experience in general procurement, materials handling, purchasing, warehousing, and expediting.
  • Grade 26:  Bachelor’s Degree in Business Administration, Supply and Logistics Management, or similar discipline with 9 years of relevant work experience in general procurement, materials handling, purchasing, warehousing, and expediting.  In lieu of a degree, 15 years of progressive, relevant work experience in general procurement, materials handling, purchasing, warehousing, and expediting.
  • Must have the right to work and remain in the US without visa sponsorship.

 

Minimum Qualifications

  • Proficiency in all phases of procurement.
  • Proficiency and experience in the formation and administration of purchase orders.
  • Skill in working effectively with suppliers, bidder prequalification, preparation of bidders lists and compilation of bid requests.
  • Knowledge of Uniform Commercial Code or applicable commercial legislation.
  • Knowledge of negotiation of contracted terms and conciliation, and award of commitments.
  • Proficiency in the administration of commitments, monitoring supplier performance, back charge procedures, and the resolution of claims and disputes.
  • Knowledge of international commercial conditions of buying as well as international suppliers.
  • Skilled in working with, and communicating effectively both orally and in writing with other project functional groups, primarily Engineering, Construction, Project Management and other services.
  • Ability to successfully pass pre-employment drug test.
  • Proficient with Microsoft Outlook, Excel, Access and Word.
  • Must be able to work a flexible schedule and/or additional working hours during Key Project initiative time periods.
  • Materials management, expediting and purchasing.
  • BPS experience, with an understanding of stock codes and various construction materials.
  • Possess a good understanding of material types, electrical, piping, mechanical, instrumentation when assisting with purchases.

 

Preferred Qualifications:

  • Proficient in word processing, spreadsheet, and database applications in accordance with current Bechtel Standard Application Program (BSAP) standards
  • Good understanding of related construction industry codes and standards
  • Experience working with subcontractors
  • Thorough knowledge of Bechtel Procurement Procedures
