Position Overview

Bechtel is targeting a strong pipeline of new combined cycle project opportunities in Taiwan, as of September 2021 the Government released an initial procurement strategy to secure the completion of 2.7GW of new projects by 2025/2026.

As part of a continuum of work, and in readiness to respond to new prospects in 2022, Infrastructure business unit are seeking an experienced construction professional to join the team in Taipei, Taiwan.

The role includes the development of initial execution strategies, plans and documentation to address technology, project location and execution risks for large-combined cycle projects in Taiwan as they relate to field execution. In particular, the role will require flexibility and creativity in the adaptation of Bechtel processes and lessons learnt from historical CCGT projects to properly integrate and effectively reflect the local Taiwan EPC market and execution approach.

As projects come to market the role will include the application and customization of those initial execution strategies into project-specific win plans and execution strategies in the pursuit, award and subsequent delivery of the forecasted prospects in year 2022 and 2023.


What you bring


  • Support the development of Construction Execution Planning
  • Assess and evaluate in-country execution risks
  • Support the development of a robust subcontractor engagement strategy in collaboration with the Bechtel & PECL Contracts & Procurement team in order to:
    • Evaluate suitable Taiwan subcontractors and their capabilities in relation to Bechtel safety, quality, productivity and technology requirements;
    • capture and understand local construction methods to support a gap analysis between Bechtel requirements, Bechtel Standard Work Process Procedures, ES&H Core Processes and local construction capabilities;
    • support person-to-person and business-to-business relations with key contractors; and
    • support development of a suitable contracting WBS and PEP to optimize construction execution based on local capabilities and methods.
  • Reviews and evaluates new products, construction applications (Bechtel Standard Applications), tools and equipment to be used on the project
  • Review and identify construction innovations, best practices to implemented on the project
  • Support the development of the Field Non-Manual organisation and management plans
  • Reviews project plans, standard engineering details and specifications for constructability and conformance to local regulatory requirements, and construction means and methods
  • Support collaborative engagements with major OEMs to promote Bechtel’s execution excellence and develop trusting working relationships
  • Support client engagements to promote our capabilities to develop confidence and trust in Bechtel
  • Support Estimating with required inputs to new prospect proposals
  • Develop and deliver integrated EPC services workshops to increase awareness and understanding within the PECL organization to enhance PECL EPC capabilities in advance of securing CCGT EPC project work
  • Support the PECL team with its ongoing EPC projects by joining operational reviews to verify key execution risk(s) have been identified and addressed
  • Support the PECL team on future EPC pursuits by joining proposal reviews to assess whether consideration of key risks have been undertaken and a robust execution plan has been developed to address such risks and reflected in the proposal pricing and schedule commitments.


Job Complexity

  • Application of detailed knowledge of Bechtel execution requirements, analytically applied and evaluated against execution practices in Taiwan
  • Exercises judgment within defined procedures and policies to develop and present appropriate actions and strategies to address project complexity and risk
  • Requires excellent cross-cultural communication skills, combined with a collaborative approach to articulate status, direction and support needs within a team that is geographically spread and cultural and linguistically diverse
  • Anticipates internal and/or external business challenges and regulatory issues



  • Extensive engagement with project owners, developers, customers and other individuals and stakeholders that have limited or no English language capabilities.
  • Frequently interacts with supervisors and functional peer groups, including potentially those of other GBU’s and adjacent organizations; such interaction normally requires the ability to gain input to verify alignment and cooperation of other stakeholders
  • Participates in open and timely dialog with colleagues, both internal and external
  • Establishes positive working relationships with customer (internal and external) and key subcontractor counterparts
  • Approaches the role with an open curiosity and acknowledgement of the cultural and communication challenges individuals and the company will need to address to be successful in Taiwan
