Job Summary

The WHS Manager establishes a leadership position in the areas of WHS across the business line. Sets strategic direction as well as global business unit level goals and objectives for WHS. Integrates all aspects of Workplace Health & Safety (WHS) (including medical and industrial hygiene), processes, procedures, systems, methods and policies critical to the success of WHS on the project and/or in a global business unit (GBU).


Ensures interpretation of complex requirements, evaluating and applying appropriate WHS principles, and formulating scopes of work, plans, and methodologies suitable for achieving and maintaining compliance with global ES&H requirements. Provides leadership for the development and maintenance of high-performance WHS project teams on project. Has overall responsibility for project WHS execution, ensuring the project, business line or function adheres to contract requirements, standards of quality, and to the customer and Bechtel WHS performance expectations. Develops and applies a WHS management system across the project and/or activities within the GBU.

The WHS Manager is a key individual supporting the Delivery Partner's (DP) role in providing Project Management services and deliverables. In performing this role, the WHS Manager will be familiar with the contract terms, scope and requirements and will work as part of the broader DP management team to fulfil the DP obligations.

  • Guides, coaches, and motivates WHS team performance and those directly associated with implementing WHS processes, procedures, systems, methods, and policies critical to the success of WHS on multiple projects.
  • Empowers and leads GBU personnel to work to their maximum capability and efficiency to ensure the success of WHS across the GBU.
  • Promotes integrity, technical competence, and commitment to WHS on multiple projects and within the GBU.
  • Works with project and/or GBU management on bid decisions, proposals, and estimates (scope, constraints, schedules, budgets) with respect to integration and compliance with WHS requirements.
  • Provides technical support to feasibility studies, site assessment studies, and project risk assessments.
  • Coordinates appropriate consideration of WHS requirements with subcontract, engineering, and construction personnel.
  • Ensures that WHS plans are developed and implemented for projects or facilities within their area of responsibility in accordance with established policies, systems, processes, procedures and methods, client and/or host country requirements and regulations.
  • Provides operational direction and functional supervision of work practices of Bechtel and other contractors/ subcontractors.
  • Leads meetings with customers, project team members, and contractors/subcontractors to communicate project-specific WHS mitigation plans, training programs, and complex technical reports.
  • Stops work in dangerous situations or conditions having imminent adverse WHS impact. Stipulates acceptable work practices that are to be implemented before the work can be resumed. Manages personnel activities, such as recruitment, policy administration, compensation administration, or employee development.
  • Manages and conducts project serious accident and/or fatality investigations and notifications; documents factors contributing to an incident and ensures the preparation of required reports.
  • Participates, as directed by the Manager of Corporate WHS, project management and Legal and Risk Management, at hearings or litigations involving recent or past injuries, accidents or work-related illnesses that occurred on projects/facilities.
  • Manages cross-training of personnel in professional or discipline-specific skills, techniques, and procedures.
  • Manages the operational direction and functional supervision of the medical/first aid treatment facilities on project.
  • Provides operational direction and functional supervision for project WHS orientation and training of project manual/non-manual personnel on project.
  • Ensures consultation with occupational medical consultant in developing procedures which include sanitation and health inspections of facilities, for activities suchas immunizations, rescue, emergency transportation, and evacuation on project.
  • Interprets applicable WHS standards and supervises their integration into an area of responsibility. Ensures that host country, client and Bechtel standards areintegrated into a single document.
  • Executes other WHS duties as assigned by Corporate ES&H, GBU, and functional management.


  • Must have a recognized degree from an accredited college or university.
  • Must have a sufficient number of specialized courses and professional certifications.
  • Broad, progressive work experience in environmental, safety and health across multiple industries.
  • Should have extensive experience in implementing and managing WHS training programs.
  • Knowledge of WHS sciences/engineering systems, principles, and methodologies.
  • Must have extensive and demonstrated knowledge of national and international WHS laws/regulations and regulatory/resource agencies permitting processes and responsibilities, industry standards for WHS compliance, and best management practices for minimizing potential WHS impacts during project execution.
  • Skilled in oral and written communication including public speaking.
  • Ability to establish and maintain strong and effective customer relations.
  • Knowledge of Bechtel’s organizational structure, functions, and administrative procedures would be preferred.
