Senior Engineering and Design Manager

Key Accountabilities

 

  • Develop and manage processes to deliver, monitor and review engineering outputs to support the programme schedule, budget, safety, environmental and quality requirements.
  • Responsible for the overall management, control and co-ordination of the various design packages and engineering staff, including the integration of the various system packages and rolling stock.
  • Implementation of design management processes and procedures to ensure delivery of an integrated end design to meet Sponsor requirements for performance, reliability and resilience.
  • Specific responsibility for engineering budget and key Stakeholder relationships, including all the Infrastructure Managers
  • Leadership of process reforms and performance improvements across all disciplines.
  • Also responsible for Client facing design issues and stakeholder management, in particular the Independent Safety Assessor.
  • Monitor so that appropriate engineering standards are used in relation to design and construction on all packages of work they comply with legislation, including adherence to reference design.
  • Through the establishment and maintenance of an engineering competence management process applied to both internal and contractor’s design and construction personnel, employ suitably qualified and experienced staff to control engineering aspects of all projects within each functional discipline.
  • Check whether the application of engineering controls and procedures to all projects is in place and confirm whether all design and construction contracts include reference to appropriate standards applicable to their discipline.
  • Manage all engineering and project development activities result so that all packages are affordable, and that meet Programme requirements in a safe and environmentally responsible manner for time, cost and quality.
  • Identify and manage the programme engineering budget along with providing support information determining the overall programme budget.
  • Develop and manage a system to monitor all projects for compliance with standards and project control procedures.
  • Advise Programme management in respect of all construction activities, testing and commissioning and including site supervision and advise whether the design and construction elements meet the requirements of legislation, including Construction Design Management (CDM) Regulations or equivalent.
  • Develop and manage a system to review design and construction activities.  Arrange audits of contractors to confirm whether safety, environmental and quality of design, construction testing and commissioning and management systems is adequate.
  • Provide professional functional leadership for engineering within the programme in accordance with policies set up by the Engineering function and develop a safety & quality processes within the programme including staff development and competence.
  • Ensuring project compliance with Engineering Procedures and Governance.
  • Developing, implementing and managing the Design Procedures.
  • Managing the Independent Checking Engineer (ICE) subcontract.
  • Managing the close-out of ISA/ICE open issues.
  • Leading the Change Control Process.
  • Developing performance indicators & dashboard reporting for design performance.
  • The development and maintenance of the assurance database.

 

 

Job Skills, Experience and Qualifications

 

Essential

  • Relevant successful experience of Programme Management, railway engineering systems/equipment and implementation
  • University Degree (or higher) in an appropriate engineering discipline and Membership of an appropriate Professional Institution.
  • Experience of large programmes/projects.
  • Experience of leading railway engineering design & development works.
  • Construction design management competence
  • Experience of Project Construction.
  • Yellow Book trained.
  • Project Safety Management
  • CDM competence, risk assessment, internal & external auditing competency.
  • Provision of Governance to the engineering teams through the development and implementation of the Projects technical plans, procedures and processes
  • Develop and implement a surveillance plan that provides assurance of compliance to Projects plans, procedure and processes
  • Generation of key metrics performance indicators & dashboard reporting for design performance.
  • Participate at major Interdisciplinary Design and Gate Reviews
  • Provide assurance to the Assurance Manager that the engineering solutions represent best for project through robust technical review and challenge
  • Manage the assurance process of the Independent Checking Engineer, including review and approval of the monthly report and administration of the ICE contract
  • Lead the change Control Process, including chairing the Engineering Change Control Panel
  • Experienced in leading the delivery of systems and infrastructure designs on large complex multidisciplinary projects.
  • Exceptional leadership and communication skills. Can understand and explain complex interface issues in plain simple English and drive resolution.
  • A minimum of 15 years’ railway experience to include an understanding of railway related infrastructure including track work, station & tunnel, mechanical & electrical systems, rolling stock, signalling, communication and power systems.
  • Appropriate Project Manager Accreditation is a preferred requirement for of this position.
  • Excellent communicator, both written and spoken.
  • Experienced in the management or supervision of personnel, including defining tasks, making and managing work assignments, and evaluating performance.
  • Stakeholder focused: contractor, construction, team and customer.
