About the Project

Bechtel, a global leader in project management, engineering, procurement and construction, has been selected by Western Sydney Airport Co as its Delivery Partner for the Western Sydney Airport, a $5.3 billion greenfield facility in Badgerys Creek, New South Wales. This is a landmark project for both New South Wales and Australia and is due for completion at the end of 2026.


Western Sydney Airport will provide much-needed additional aviation capacity to meet growing demand in the Sydney basin and improve access to flights for people in Western Sydney. One of Australia's most significant infrastructure projects in decades, the international and domestic airport will open in 2026, bringing social and economic prosperity to the Western Sydney region. About the Role

As a Cost Engineer you will assist with cost control and analysis activities on behalf of the Package Manager.  A Cost Engineer will identify cost trends for the attention of management, including the Package Manager and the Lead Cost Engineer where you will review Contractor payment claims for correct allocation of costs.


The Cost Engineer is a key individual in performing DPs role as the administrator of contracts on behalf of WSACo. In this role the individual should be fully familiar with the DP contract terms, scope, and requirements and how they relate to the package contract terms and scope. Working with assigned Package Cost Engineers as part of the larger DP package team to fulfill the DP obligations you will be assigned to the contract package team by the Lead Cost Engineer in consultation with the Project Controls Manager. The Cost Engineer will continue to report functionally to the Lead Cost Engineer but will take day-to-day direction from the Package Manager.


Maintaining relationships with project personnel, particularly with the assigned package team and engineers, and may have continuing contacts with Project Director, project team members, and working and supervisory level personnel of other departments.

Essential Job Duties

  • Assists with cost recording, monitoring, and reporting practices for compliance with applicable standards. Assists with the timely performance of cost control activities
  • Assists the development and ensures the accuracy of cost engineering reports for the assigned contract package, verifying consistency with previous reports to ensure compatibility. Assists the issuance of reports required by Delivery Partner management and project procedures
  • Contributes to the monthly progress and cost reports for the assigned package including status of budgets, commitment, incurred costs, explanation of significant movements
  • Assists cost data analysis, identifies problems, and makes recommendations for the assigned package to the Package Cost Engineer, Package Manager and Lead Cost Engineer. Reviews and provides comment and analysis on Contractor weekly and monthly report submissions
  • May attend weekly/monthly package reviews with the contractor, trend review meetings, package team progress review meetings, and ad-hoc meetings as required by the Package Manager or Lead Cost Engineer
  • Provides comments and recommendations for cost engineering requirements relative to the assigned contract package. Reviews design scope criteria and quantities for completeness and reasonableness, and coordinates with the Package Cost Engineer to develop additional estimating bases when information is incomplete
  • Interfaces with designated Delivery Partner management and WSACo counterparts for specific cost presentations
  • Assists with the collection, verification, and integration of work scope for all entities into a total Contract Package plan. Assists the timely preparation of cost/trend estimates. Assists with the analysis of comparisons of scope, quantities, and cost data for the assigned package
  • Assists analysis of Contractor costs. Maintains sections of EcoSys related to the assigned contract package
  • In conjunction with the Package Cost Engineer, coordinates the cost structure or criteria that will be used by the package team to meet the objectives of the cost estimate
  • Promotes the creation of a work environment, supported by leadership, which fosters openness, trust, communication, teamwork, empowerment, innovation, and satisfaction


Basic Qualifications

  • Experience in performing, monitoring, and reviewing cost engineering functions, which include cost estimating, cost control, and cost analysis
  • Skilled in oral and written communication
  • Proficiency with PC operating systems, with proficiency in several basic software applications. Proficiency with multiple discipline specific software applications currently used in Bechtel (EcoSys and Microsoft Office Applications, for example)
  • Intermediate level of knowledge of engineering, procurement, contracts, construction, and startup work processes
  • Knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience
  • Ability to interact effectively with colleagues in many different disciplines
